| After the liberation of Wuhan in May 1949,Wuhan faced the situation of intertwined contradictions and complex social conditions.In the early days of liberation,prices in Wuhan skyrocketed,inflation was serious,and a large number of urban residents were unemployed.In addition,a large number of victims,refugees,beggars,vagrants,and scattered soldiers gathered in the city.The city urgently needed to restore normal order and production development,and solve the survival problems of vulnerable groups.The social relief work in the early days of the founding of the People ’s Republic of China,as part of the restoration of production development and peace building,had the characteristics of emergency and temporary.In order to meet the needs of emergency relief,and integrate the messy social relief organization groups,on the basis of the China Liberation Relief Association to the Chinese People ’s Relief Association,and instructed the major cities to set up branches.After the establishment of the relief association,Wuhan immediately began to organize the relief branch to carry out the relief and welfare undertakings in Wuhan.Through the convening of the preparatory committee of the relief branch and the people ’s relief representative meeting,the organizational structure and charter system of the relief branch were gradually improved.After the acceptance and reorganization of the old relief groups,the detention and education groups with complex sources and chaotic management in Wuhan were unified under the management of the relief branch.The Wuhan Relief Branch was the agency specifically responsible for Wuhan relief work at the beginning of the founding of the People ’s Republic of China.It undertook daily reception,upbringing,production and repatriation.Since the principle of the relief and welfare undertakings in New China is the combination of self-help production,social mutual aid and government subsidies,in addition to the daily rehabilitation,carrying out labor production among the detainees is also an important part of the relief work.The relief branch has several production units,and adopts the method of combining labor education with ideological and political education for the detainees.The transformation of the relief branch has changed the lazy and parasitic thoughts of the receptionists from the ideological consciousness and social psychology,which makes a large number of receptionists go to the production posts after the transformation,and meet the needs of national production and construction.In the temporary relief activities,this paper analyzes the temporary relief measures of the relief branch through many fire events in Wuhan.Judging from the regular and temporary relief activities carried out by the relief branch,the work of the relief branch has achieved remarkable results.However,due to the unclear responsibilities and nature of the relief branch itself,there are also some problems in its operation.From the perspective of the quality of the cadres of the relief branch,some cadres have the behavior of corruption and separation from the masses.After the " three-anti " movement and the rectification of the production and education institutions,this situation has improved.In the daily work of reception and repatriation,the relief branch lacks cooperation with various departments and regions,especially with the unclear division of responsibilities of the Civil Affairs Bureau and overlapping tasks.In the social relief and welfare work in the early days of the founding of the People ’s Republic of China,the relief branch was a bridge between the people ’s government and the masses,which was actually semi-official and semi-civilian.With the end of the new democratic period,China entered the stage of socialist transformation and construction.The state power further infiltrated into the field of social relief,and the functions of the relief branch continued to shrink,and finally merged into the civil affairs bureau under the leadership of the Wuhan people ’s government. |
