Research On The Cultural Function Trans Formation Of Ejina Banner Government Under The Background Of Cultural And Tourism Integration

At present,China’s economy has entered a stage of high-quality development.As a sunrise industry with great development potential,tourism is bound to achieve new breakthroughs on the existing basis.So cultural tourism integration is a new trend and new path for tourism to move towards high-quality development.In 2021,the state clearly proposed in the "Fourteenth Five-Year Plan" to promote the integration of culture and tourism,and upgrade the integration of culture and tourism into an important national development strategy,which marks that the integration of culture and tourism has entered a new stage of development,and the cultural tourism industry will become an important driving force for the development of regional national economy in the future.As a typical tourism-driven city,Ejina Banner has rich ecotourism resources and rich historical and cultural resources.It is both an inevitable trend and an inevitable choice to take the road of cultural and tourism integration.Compared with the Ejina Banner government,important opportunities are also major challenges.The new development strategy also puts forward higher requirements for the exertion of its own administrative ability.The transformation of the external environment in which the development is located will inevitably drive the government to adjust its cultural functions in time to meet the practical needs of the development of tourism in the new era.Therefore,it is of great significance to study how county governments realize the optimization and upgrading of cultural functions in the context of cultural and tourism integration.Based on the reality,this paper discusses the necessity of Ejin Banner government to implement the transformation of cultural functions,as well as the problems and improvement strategies in the process of transformation with the background of the integration of culture and tourism.First of all,by visiting and investigating,consulting materials,comparing various tourism related data published by the government in recent years,we can understand the current status of cultural and tourism integration in Ejin Banner and the performance of the government’s cultural functions.Secondly,starting from the theoretical research,based on the new public service theory,governance theory and administrative ecology theory,the theoretical research framework of this paper is constructed.At the same time,combining the questionnaire analysis method and semi-structured interview method,it is proposed that the current Ejin Banner government has a single means of cultural management,imperfect cultural management system Insufficient macroeconomic regulation capabilities and lack of effective guidance for market development.The main reasons for this are the weak awareness of modernization in local government social governance,incomplete transformation of cultural service concepts,limited funding channels and capabilities,and weak awareness of talent promotion.Therefore,in the context of cultural and tourism integration,the government needs to strengthen the synergistic effect of cultural governance by focusing on comprehensive policy implementation;Clarify the positioning of government functions and build a service-oriented government;Strengthen resource allocation regulation and stimulate new driving forces for industrial development;Promote the talent revitalization strategy,establish a professional talent guarantee mechanism,and other measures to gradually achieve the transformation and enhancement of cultural functions.
