The 1930 s was a critical period for China’s political modernization,and the Nationalist government implemented a number of reform measures to improve administrative efficiency.The National Government in Nanjing established a modern civil service system to improve the quality of civil servants and promote the advancement of administrative reform.After the "Fujian Incident" in 1934,Chen Yi served as the chairman of the Fujian Provincial Government.In the face of the chaotic personnel and political environment in the province,Chen Yi took the standardized and systematic training of public servants as the "key" to start the construction process of Fujian’s modern personnel system,and then innovate the provincial government construction.In February 1935,the establishment of the county government training institute marked the beginning of the institutionalization of the training of public servants in Fujian Province.Subsequently,due to the further expansion of training and the promotion of the training policy of the National Government,the training organs experienced two periods of development,namely,the Training Institute for Public Servants and the Training Corps for Local Administrative Cadres in Fujian Province.In this process of development,the outbreak of the all-out War of Resistance against Japanese Aggression and major changes in the domestic political environment had a direct impact on the planning and implementation of the training of public servants in Fujian Province: The purpose of training public servants in Fujian Province has changed from establishing a new personnel system in Fujian Province to realizing the War of Resistance Against Japanese Aggression and the founding of the Country under the guidance of the National Government;the training targets have expanded from the initial part of the county government personnel to a wide range of cadre groups,including Administrative staff of various organs of the provincial government and township armor protection personnel;and the content and methods of training have also undergone obvious changes with the needs of the times and the expansion of the training targets.Although the training of public servants in Fujian Province has shown a trend of keeping pace with the times and continuously improving at the level of system design,the actual effectiveness is not ideal.From the perspective of Fujian Provincial Personnel Administration,the training of public servants has enabled the new personnel system to be basically established in Fujian Province,but it has achieved little in improving the quality and administrative efficiency of public servants,and its role in promoting the modernization and transformation of Fujian Province’s political administration is limited.Judging from the war of resistance against Japanese aggression and the consolidation of the Kuomintang regime,the training of civil servants was generally a failure.In the war of resistance,the training of civil servants cannot play a direct role in improving combat capabilities.In the promotion of local autonomy,although a large number of autonomous talents have been trained,there has not been much progress in actual work.This phenomenon reflects two problems,one is the ambivalence of the Nationalist government’s attempt to achieve democratic constitutionalism through training,while at the same time strengthening the Kuomintang’s dictatorial and authoritative rule.Second,the historical reality that the Kuomintang regime’s rule seems to be strengthening is actually weakening.
