Research On The Construction And Adjustment Of Small Third Construction In Qingshuihe County,Inner Mongolia

The Qing Shuihe Small Third Line was established in the 1960 s in the international environment,when the Inner Mongolia Autonomous Region responded to the country’s call to strengthen its war preparations with the production of detonators as the main enterprise and its supporting rear military industrial base.Under the deployment of the central government,the leading group of Inner Mongolia Autonomous Region carefully examined and listed Qingshuihe County as the key area for the construction of the small third line in the region,where the Red Flag Chemical Plant and its supporting Pioneer Thermal Power Plant were built.In 1965,after a site survey,Qing Shui He was selected as another important area for the construction of the small third line in Inner Mongolia Autonomous Region.In the case of food and accommodation became a problem,a large number of relocated cadres and workers defied hardships and dangers,carried the pressure to complete the product trial,and continuously improved the environment of the production area,and also revolutionized the old and new in technology,constantly emerging new achievements.Since 1979,the small third-line enterprises have been actively carrying out adjustment and transformation according to the national policy.In response to the problems and difficulties encountered in the process of military-to-civilian conversion,they have effectively improved product quality,reorganized their internal structure,and made their management methods more reasonable and adapted to the development of the times through product transformation,transformation of enterprise operation mechanism,and change of enterprise management system.Using the advantages of military production plants,the small third-tier enterprises have been able to release the great energy they deserve in the new period.
