Illegal immigration in the United States is not only a historical problem,but also a realistic problem.This paper analyzes the illegal immigration problem in the United States from the perspective of President Obama’s memorandum on deferment of deportation for young illegal immigrants.By assessing the Deferred Action for Childhood Arrivals program and exploring the politics behind it,we see how immigration reform,considered one of President Obama’s key legacies,has run into difficulties at the federal level since Trump took office,with both the Deferred Action for Childhood Arrivals and the Deferred Action for Parents of U.S.Citizens ending.At the same time,the Republican Party’s tough stance on immigration will also affect the party identity of Hispanics,making them closer to the Democratic Party,and have an impact on the U.S.political landscape.After entering the 21 st century,illegal immigration has become a major social problem.The economic recession and the 9·11 terrorist attacks have not stopped the entry of illegal immigrants,and the US government is in a difficult situation to deal with the illegal immigration problem.President Bush has proposed a temporary worker program to legalize illegal immigrants.The issue of young undocumented immigrants has become a hot topic as the population of young illegal immigrants has grown.When Obama took office,he resurrected the DREAM Act.Party jockeying killed the bill again.With the failure of the DREAM Act,the Obama administration launched the Deferred Action for Childhood Arrivals Program for young undocumented immigrants.In part,the Deferred Action for Childhood Arrivals program is a political product of compromise after the failure of the Dream Act.Through a brief analysis of the internal relationship between the DREAM Act and the plan,it can be seen that the introduction of the plan is closely related to the legislative obstruction of the DREAM Act.The Deferred Action for Childhood Arrivals Program has faced many difficulties and challenges since its inception.The plan,as a presidential memorandum,is an exercise of discretion.The analysis of the discretionary power in this plan is a new perspective to analyze the political polarization and partisan game in the United States,and to observe the conflict and contradiction between the states’ rights and the federal rights.There is no doubt that the effectiveness and impact of the Deferred Action for Childhood Arrivals program reaches deep into every aspect of American society.On the one hand,the Deferred Action for Childhood Arrivals program has played a positive role in the economic society and the higher education sector of the United States.At the same time,it has also played a role in controlling the scale of immigration and controlling illegal immigration to a certain extent.On the other hand,the limitations and vulnerability of the program have also become a major incentive for other immigrants to sneak across the border into the United States and become illegal immigrants.This will have a considerable negative impact on American politics,economy and society.
