Against the backdrop of an accelerated process of ageing and childlessness as China enters the new century,the long-term stability and balanced development of the population is facing increasingly serious challenges,and it is necessary to examine the current fertility policy in China.Through a review of China’s fertility policy,this article shows that in the new era of socialism with Chinese characteristics,the implementation of a three-child fertility policy is an ethical concern to safeguard the fertility rights of our citizens,an ethical strategy to alleviate the silver hair crisis,and an ethical consideration to improve the gender structure of the birth population.The target audience of the three-child policy is women of childbearing age,who bear the responsibility of bearing and raising children,and whose status and role in population reproduction cannot be ignored.However,there are some incongruous ethical problems between the three-child policy and women’s fertility,such as the coexistence of a relaxed fertility policy and the choice of some women not to get married and not to have children,and late marriage and late childbearing;the coexistence of the policy’s emphasis on the shared responsibility of the family in raising children and the loss of women’s autonomy in reproduction,the imbalance in the distribution of responsibilities between the two sexes,and the ethical conflict between generations in reproduction;the coexistence of the policy’s protection of women’s rights and interests and the coexistence of patriarchy,maternity punishment,the lack of ethical compensation for reproduction,and the misalignment of ethical responsibilities in reproduction.These ethical issues reflect the fact that the current fertility policy has not been fully effective as it should be.In order to better respond to the ethical problems faced by women in childbirth,comprehensively increase women’s willingness to have children,and effectively bring into play the social and ethical values of the three-child policy,it is necessary to start from the following three aspects: First,the government should strengthen its awareness of ethical responsibilities in childbirth,optimise the ethical support of the childbirth policy,and create an institutional ethical environment;Second,the government should give play to the guidance of socialist core values,tap the positive values of traditional childbirth ethics culture,and draw on the Western feminist ideas of reproductive freedom to create an ethical environment.Thirdly,the government should establish an equal and harmonious ethical relationship between husband and wife based on love and a harmonious intergenerational ethical relationship based on compassion and filial piety,while respecting women’s individual freedom and responsibility,and improving a new family ethic.
