Abstract/Summary:
Special education in Britain has its own development characteristics compared with other countries,and it started earlier.Especially after the New Labour Party came to power in1997,Blair put forward the "Third Way".Under the guidance of this idea,special education in England has been developing continuously.By analyzing the evolving history of special education policy during the period of New Labour Party in England,this paper will help deepen the understanding of special education in England,and find out the value from the successful experience and the disadvantages of special education in England.It will provide some references for the development of special education in our country.By comprehensively using literature research,historical research and comparative research,this study systematically sorted out the evolution of special education policies in the period of New Labour by collecting,sorting out and concluding relevant historical materials and original policies.Starting from the content of British special education policy,this paper probes into the factors affecting the evolution of special education policy and summarizes its overall characteristics.The specific content of the study is divided into six parts:The first part is the introduction,which mainly introduces the problem,defines the relevant concepts and summarizes the existing literature,and expounds the research significance and research methods.The second part focuses on the evolution of special education policy in the period of New Labour.According to the tendency of the policy text,the evolution process is divided into three stages:pay attention to the equal opportunity of special education(1997-2003);consolidation stage: pay attention to the improvement of the quality of special education(2004-2006);promotion stage:Improving the guarantee measures for special education(2007-2010).The third part mainly analyzes the factors that influence the evolution of special education policy during the period of New Labour,including political environment,economic conditions,cultural factors and educational factors.The fourth part analyzes the special education policy in the period of New Labour.The evolution of preschool education policy in this period mainly presents the following characteristics:the policy goal is constant,the educational equity runs through;The main body of the policy is diversified,and the quality of education is rising steadily.Policy content is comprehensive,education guarantee is gradually strengthened.The fifth part mainly analyzes the deficiencies of the special education policies in the period of New Labour,that is,the traditional ones:inclusive education policies are full of contradictions;Poor results:The evaluation system has hidden dangers of inequality.The sixth part is based on the overall grasp of the special education policy during the period of British New Labor Party,combined with the actual situation of the development of special education in our country,put forward some targeted suggestions,namely to meet the needs of special education and promote educational fairness;Pay attention to the diversity of policy subjects,improve the quality of education;We will strengthen the guarantee of special education and improve educational mechanisms.
