The Jingshi Bao was founded in 1897 by Zhejiang gentry Tong Xueqi and Hu Daonan, and written by Zhang Binglin,Song Shu,Chen Qiu and other famous Zhejiang restorationists. It is the first comprehensive news newspaper in Zhejiang, aiming to introduce Western studies and publicize the idea of restoration. The Jingshi Bao has twelve columns,Emperor’s Speech,Common Affairs,Academic Affairs,Agricultural Affairs,Industrial Affairs,Commercial Affairs,Military Affairs,Negotiation,Recent Chinese and Foreign Affairs,Ge Zhi,Tongren’s Works, and the Library’s Commentary. The main content of the article is to actively talk about reform and introduce western cultural knowledge.Although it is not as influential as the newspapers and periodicals such as Shiwu Bao and Xiang Journal in the period, its main author actively responded to the national reform movement at the critical juncture of the national crisis after the Sino-Japanese War of 1894-1895,and actively received the reform movement from the whole country with the Jingshi News as the mouthpiece of public opinion in Zhejiang, which can be described as the "localization" of the reform movement. At the same time, the journal attaches importance to the local industrial development of Zhejiang and advocates the revitalization of Zhejiang from the aspects of education and economy. The Jingshi Bao attaches great importance to introducing the political system, economic development, educational reform, military strategy, and comprehensive strength development of Western capitalist countries, providing a platform for the public to understand Western studies. In the context of the national reform movement,Jingshibao,as a regional newspaper, has become an important part of the reform trend in the late Qing Dynasty with its rich reform ideas and western knowledge.
