Research On China’s Cultural Security Strategy From The Perspective Of National Security Governance

Under the general trend of globalization and informationization,exchanges between countries are becoming more and more active and frequent.Especially,all kinds of ideological and cultural exchanges are merging and stirring with each other.Culture has gradually evolved into an important factor in international competition.Countries lay emphasis on the impact of cultural security on the overall security of countries,and improving cultural soft power is on the agenda of countries around the world.Cultural security is a part of national security.Maintaining cultural security not only provides guarantee for achieving the goal of overall national security,but also provides support for maintaining the vitality of Moreover,it provides support for maintaining the vitality of our culture and enhancing our comprehensive national power and international influence.In the report of the 20th National Congress of the Communist Party of China(CPC),the new goal of national security is to "promote the modernization of the national security system and capacity,and resolutely safeguard national security and social stability",which also puts forward higher requirements for China’s cultural security.Now,facing the unpredictable domestic and international situations,how to build and improve China’s national cultural security strategy has become an urgent issue that needs to be tackled immediately in China.This paper studies China’s cultural security strategy from the point of view of national security governance,and constructs a research framework of China’s cultural security strategy from the perspective of national security governance.Through the analysis of the threats and governance dilemmas faced by China’s cultural security,and the analysis of the main contents,achievements and lessons learned from the cultural security strategies of France and the United States from the perspective of national security governance,this paper obtains some enlightenment.On this basis,it proposes countermeasures and suggestions to improve China’s cultural security strategy,as well as relevant measures to promote the modernization of cultural security governance.Building and improving the national cultural security strategy is an important issue related to the great rejuvenation of the Chinese nation.The governance of national cultural security has become an essential part of the governance of national security.This paper cuts into China’s cultural security strategy from a new research perspective,that is,security governance,which not only provides new research ideas for the study of China’s cultural security strategy,but also can change the traditional concept of cultural security,meet the current needs of ensuring China’s cultural security,provide theoretical support for maintaining China’s cultural security,and offer suggestions for building cultural security strategy,It will help to achieve the goal of modernizing the governance capacity and governance system of international cultural security.
