China's Cultural Security Situations And Its Tactics From The Perspective Of Nontraditional Security

As globalization intensifies, the roles of the traditional security do not withdraw from the stage, and non-traditional security threats are gaining ground, aggravating the difficulties of the problem judgement and solution path. Cultural security, has drawn much international attention after the Cold War, and has been an important part of national security and a spiritual position which the national security must adhere to and also a major global issue at the present era. Therefore, in non-traditional security perspective, the study of the status and the problems of culture security in China and a careful analysis of the reasons for the formation of the safety of Chinese culture in order to raise the strategic and security measures for Chinese culture, is not only a historical mission, but a responsibility. Cultural security is a frontier issue in the field of the international strategy research, it needs the concerted efforts of scholars of culturology, political science, communications, sociology and statistics. The exploration of the issue of China's cultural security situation and strategy in the view of non-traditional security should take an approach of the subject cross of matrix -intersecting mode,that is to say to combinate different disciplines to explore collaboratively, to increase security value dimensions on the basis of absorption of the results of interdisciplinary research, and furthermore, through the simulation study, to raise suggestions for the country's system construction and Comprehensive Development and provide reference for decision of all types of non-traditional security issues from the theory and practice. As a major theoretical proposition, the national cultural safety in China has not yet been put forward as a national strategy to Chinese culture and constituted an important content of the strategy for the development of the national cultural development. We know that culture is the concentrated reflection of all the wisdom and civilization of a country and a nation, and is a spiritual bond to unite a country and nation. Political culture is an important part of the superstructure, cultural security is the main software in the national security system . China's cultural security is an important component of its own security. At present, China's security issues still step from the cultural security. The key to the solvement lies in China's cultural security strategies and measures.Cultural security, is the main foundation of sustainable development of China's security.Safety culture is not just pressure, but the driving force for development. In the era of globalization, cultural development plays an important role for the development of the human society. Under such new times background, China is faced with the pressure of the cultural expansion and infiltration by the US-led Western countries. Maintaining its own cultural security, realizing the great rejuvenation is very formidable. Therefore, "cultural globalization" and a culture of "power politics" arouse our serious consideration on China's peaceful rise. China's cultural security situation and strategy in the view of non-traditional security. To reply the challenges of globalization, to develop socialist advanced culture and a harmonious culture and to construct China's cultural security have become a major strategic choice and become an inevitable requirement of the times. we should vigorously develop the Chinese culture, construct the spiritual home for the Chinese,, adhere to the direction of socialist culture, stimulate creative cultural vitality of the entire national and improve the country's cultural soft power. These conform to the current trend of the times and accord with the development of China's advanced culture, and furmoremore, the common aspiration of the Chinese people. The National long-term stability must take account of traditional and non-traditional aspects of the content and on this basis, build the Macro-security View ,the new security concept and the comprehensive security concept. In this paper possibilities had been discussed to establish the early-warning mechanism and the quantitative index system of China's cultural safety and its methods with the attempt to better safeguard the national culture Security. This paper is divided into three parts.The first part of the paper is a theoretical analysis on China's cultural security. It mainly deals with the fpllowing aspects: the cultural security in the view of non-traditional security has become an important problem task all over the world, but also a contemporary national strategic proposition.The basic content of safety culture has defined, the theories related to cultural security have been analyzed as an important part of non-traditional security, and the position of cultural security on the national security structure is also described.The second part of the paper gives a detailed analysis of the national culture situation and the existing problems. On the one hand, the United States-led Western countries hane adopted such means as exporting a large number of cultural products, controling and monopolying mass media, looting high-tech talent and other means of cultural infiltration and aggression to China; On the other hand th following problems are disscused: weak awareness of China's internal cultural security, inadequate protection to national culture, weak cultural innovation, decadent culture threat, and so on.The third part of the paper focuses on the cultural security in China's security strategy and measures.It includes three aspects First, the strategic significance of cultural security to the national security; Second, the strategic objectives of China's cultural security; The third is the strategic measures of China's cultural security.
