| In the development process of China’s modern civil service system,the civil service disciplinary system during the Nanjing Nationalist Government played a connecting role.Although there were changes in the political system during the late Qing Dynasty,there was no truly modern system of civil service punishment.The disciplinary system for officials during the Nanjing Provisional Government opened the precedent for the modern civil service legal system.During the Beijing government period of the Republic of China,although specialized civil service disciplinary agencies and procedures had been established,this attempt to decentralize power was unsuccessful due to unstable political situation and insufficient funding,and the civil service disciplinary system was not effective.It was not until the period of the Nanjing Nationalist Government that the independent establishment of disciplinary agencies was completed,based on the early reform of the civil service system and combined with modern decentralization theory.The disciplinary system during the period of the Nanjing Nationalist Government was the beginning of the separation of punishment and punishment in the supervisory system.Its construction and development inherited ancient political civilization,drew on the modern Western civil service system,and established a complete system of civil service disciplinary system.During this period,the civil service disciplinary agencies mainly included the Civil Service Disciplinary Committee,the Central Party Supervision Committee,and the National Government Government Government Official Disciplinary Committee;The disciplinary procedure is mainly divided into several steps: case transfer,investigation,defense,and resolution;There are five main types of disciplinary actions: dismissal,demotion,salary reduction,demerit recording,and reprimand.Through quantitative statistics and case analysis of disciplinary cases published in the National Government Gazette,the Supervisory Yuan Gazette,and the Judicial Yuan Gazette during this period,the overall operation and practical status of the disciplinary system were objectively and truly sorted out.Overall,the disciplinary system for civil servants during the Nanjing Nationalist Government period standardized the behavior of civil servants and ensured their rights;On the other hand,it has achieved administrative modernization and promoted the process of legal modernization.At the same time,the disciplinary system during this period also encountered problems such as relatively slow disciplinary procedures,mild disciplinary results,and excessive intervention by party and government forces.Studying and evaluating the civil service disciplinary system during the Nanjing Nationalist Government period can help fill in and supplement the development process of China’s modern civil service system,and summarize the institutional logic and development experience.It can also provide some reference for us to promote the modernization of the national governance system and the process of anti-corruption work in the new era. |
