Abstract/Summary:
American Far East Policy is an important part of its global strategy.After the World War Ⅰ,the international pattern has undergone profound changes,and The United States is eager to play a leading role in the reconstruction of the world pattern.At this time,the United States turned its eyes to the Far East and Pacific region and tried to strengthen its political strength by leading the establishment of a new order in the Asia-Pacific region.The adjustment of the United States Far East Policy aimed at achieving this goal in this period.The reasons that influence the adjustment of the Far East Policy of the United States are not only the national interests,but also the public opinion and non-governmental organizations,among which the Institute of Pacific Relations(IPR),a regional international organization established in 1925,is worth mentioning.In the 1930s and 1940s,the Institute of Pacific Relations was at its most prosperous period,and conducted in-depth discussions on the Far East issues,especially China issues.The study of the China issues of the IPR mainly focused on the third,fourth and fifth sessions,where the representatives of China and Japan debated on the basis of factual data,so the member states had a deeper understanding of the development of the China-Japan issue.The ninth session of the IPR mainly discussed the establishment of the post-war international order in the Far East and provided valuable views on the adjustment of American post-war policy in the Far East.The discussion and research on the Far East issue of the Institute also greatly influenced the views of the members of the American Council on the Sino-Japanese issue,such as Jerome D.Green,Edward C.Carter,William L.Holland and Stanley Hornbeck,they spread the research results of the Institute to American,and then influence the development of national public opinion and the adjustment of foreign policy to a certain extent.At this time American Far East Policy changed according to the changes in social reality,in this process,the Institute of Pacific Relations also plays a role in its unique way.When the Japanese aggression did not touch the fundamental interests of the United States,the United States insisted on opening its door to China,maintained the balance of power in the Far East,adopted a policy of compromise and appeasement towards Japan,and carried out effective restrict.In 1941,Attack on Pearl Harbor broke out,and the Far East Policy of the United States has completely changed,and the foreign policy of assisting China and completely defeating Japan was determined.This paper mainly analyzes the research of the Institute of Pacific Relations on the Far East and the relevant views of the American government officials,and then studies the adjustment of American Far East Policy during this period.It is of great reference significance for the development of international non-governmental organizations and the adjustment of national policies to discuss the impact of regional non-governmental organizations on the evolution of national foreign policies.
