Government civil servants are the main body to realize government services,and their ability and quality directly affect the government’s ability and level of governance,while language ability is an important reflection of civil servants’ ability and quality.The multilingual working environment and the service recipients in the Guangdong-Hong Kong-Macao Greater Bay Area who speak different languages determine that civil servants in the Greater Bay Area should have a higher level of language proficiency.A study on the language competence of civil servants in the Guangdong-Hong Kong-Macao Greater Bay Area is conducive to further enhancing the professional competence of civil servants,promoting the high-speed development of the Guangdong-Hong Kong-Macao Greater Bay Area,and strengthening the construction of service-oriented government.This paper focuses on the four major central cities in the Guangdong-Hong Kong-Macao Greater Bay Area,namely Hong Kong,Macau,Guangzhou and Shenzhen.Firstly,under the demand-oriented perspective of theoretical combing,according to Bachmann’s view of language competence,it is established that the connotation composition of the language competence of civil servants in the Guangdong-Hong Kong-Macao Greater Bay Area should include five aspects of public communication competence,multilingual and multi-dialect competence,new media language competence,translation document competence,and emergency language competence;subsequently,through three official websites,namely,the National Civil Service Bureau,the Hong Kong Civil Service Bureau and the Macao Administrative and Civil Service Bureau The survey was followed by an online questionnaire to investigate the current status of language proficiency of civil servants,supplemented by individual interviews.The survey results show that there are still some problems with the language ability of civil servants in the Guangdong-Hong Kong-Macao Greater Bay Area due to objective and subjective reasons,specifically the vocabulary and syntax ability is slightly insufficient,the mastery of vocabulary is not rich enough,and the standardized use of syntax still needs to be strictly required;the translation and writing ability is weak,and there is still more room for improvement in official writing and information translation;the multilingual and multi-dialect ability still needs to be strengthened,and the office process can be different according to the person In the office process,we can choose the appropriate language for communication and delivery;the public communication attitude needs to be more civilized and polite,friendly and affable.Related constraints relate to the lack of meticulous language requirements for job recruitment;the lack of precision in matching language services with residents’ needs;the language training system for civil servants is not perfect and the training content is not very comprehensive;and the lack of data for official resource surveys and the need for data support for high-level team building.After discussion and analysis,the path to improve the language ability of civil servants in the Guangdong-Hong Kong-Macao Greater Bay Area is further explored.Four specific suggestions are made: pay attention to language proficiency standards and improve the inspection and recruitment mechanism;pay attention to public language needs and form a feedback incentive mechanism;pay attention to language training construction and improve multilingual service capacity;and increase language proficiency surveys and establish a language proficiency resource database.In this way,the language proficiency of civil servants will be continuously improved to facilitate the civil service community to better perform their duties and responsibilities.Finally,it is proposed to build a language proficiency evaluation system for civil servants in the Guangdong-Hong Kong-Macao Greater Bay Area in order to better select a high-level civil service talent team for the people and provide talent support to promote the high-quality development of the Guangdong-Hong Kong-Macao Greater Bay Area.
