Research On Problems And Countermeasures Of Financial Support For The Development Of Cultural Undertakings In Shandong Province

Over the past 40 years of reform and opening up,China has experienced a great process of rapid economic growth,and has built a moderately prosperous society in an all-round way.The country has become increasingly prosperous and strong,and the people’s demand for spiritual and cultural life has also increased.To meet the people’s new expectations for a better life,we must provide rich spiritual food.Culture is an important part of a better life,and plays an important role in guiding fashion,educating the people,serving the society and promoting development.Since the "13th Five-Year Plan",Shandong Province has continuously increased financial and cultural investment,made every effort to promote the construction of public cultural service system,achieved full coverage of public cultural service facilities,promoted the equal allocation of public cultural resources,constantly prospered the people’s literary and artistic creation and performance,and extensively carried out mass cultural activities,and the people’s sense of gain and happiness have significantly increased.The report of the 20 th National Congress of the Communist Party of China pointed out that "to meet the growing spiritual and cultural needs of the people,consolidate the common ideological basis for the unity and struggle of the whole party and the people of all ethnic groups,and constantly improve the national cultural soft power and the influence of Chinese culture." Finance is the foundation and important pillar of national governance,and the most direct and effective means to implement the economic and social development goal orientation of the party committee and government.Financial support is crucial to the development of cultural undertakings.This paper takes the development policy of financial support for cultural undertakings in Shandong Province as the research object,through in-depth summary and analysis of the development of cultural undertakings in Shandong Province in recent years,combs out the current problems of financial support for the development of cultural undertakings,such as large contradiction between supply and demand of funds,imperfect supporting measures,and service efficiency to be improved,and analyzes the causes of the problems.At the same time,we use the econometric analysis method to get the fact essence of the financial support for the development of cultural undertakings in Shandong Province.This paper draws the following conclusions: first,the development of cultural undertakings in Shandong Province has achieved good results;second,the financial support for the development of cultural undertakings in Shandong Province has gradually increased;third,the greater the financial support for cultural undertakings in Shandong Province has a positive correlation with the development of cultural undertakings;fourth,there are differences in the role of financial support in promoting the development of cultural undertakings in Shandong Province,Fifthly,the number of colleges and universities plays a regulatory role in the process of financial support to promote the development of cultural undertakings.Based on the above empirical research conclusions,this paper puts forward the following suggestions for the development of financial support for cultural undertakings in Shandong Province: first,strengthen the top-level design of the financial support system for cultural undertakings;second,constantly innovate the financial support system and mechanism for cultural undertakings;third,promote the stable growth of financial funds for cultural undertakings;fourth,optimize the structure of financial funds for cultural undertakings;and fifth,comprehensively improve the level of infrastructure construction,The sixth is to increase the innovation of financial support policies for cultural undertakings,and the seventh is to strengthen the supervision and performance evaluation of the budget of financial funds for cultural undertakings.The study of the financial support for the development of cultural undertakings in Shandong Province in this paper can better understand the implementation of financial policies,thus providing pioneering ideas for optimizing and improving policies and promoting the development of cultural undertakings.
