To some extent,supply level of Public cultural services related to people’s spiritual and cultural demands and cultural rights.In traditional supply model,which dominated by government,some common problems that single services and ineffective supply have appeared in the process of supplying urban Public cultural services,this model can’t satisfy the spiritual and cultural life demands of the public.It is necessary to introduce an effective supply model to improve the supply level of Public cultural services.PPP model,also called Public-Private Partnership.In order to achieve the goal of effective supply of Public cultural services,a long-term and stable partnership of contract cooperation should be built between government and social capital,meanwhile,they complement advantage,realize risk-sharing and benefit-sharing.With social capital to be supply subject working for Public cultural services,the pattern that government taken on the all things has been broken,and promoting further transformation of government functions.On the other side,PPP model drew on advanced technology and excellent system of social capital,which improved supply efficiency and quality of Public cultural services.This thesis analyzes PPP project case of the Stadium Australia and the Bird’s Nest,the former achieved to turn losses into gains in operation stage,while the latter failed to make a profit ultimately.Proposed some enlightenment of using PPP model to supply Public cultural services by analyzing the causes of both cases’ operation results.Start at the particularity of public cultural services,applying conditions of PPP model and the problems of using PPP model to supply Public cultural services these three aspects,point out the situations of applying PPP model to public cultural services in Chinese city,and put forward some suggestions to resolve the problems from five aspects,it should build corresponding legal and policy system,accelerate the speed of reform of investment and financing system,improve the specialized level of institutions and personnel,transform the government functions,set up the regulatory mechanism. |
