The Navy Construction Thought Of Nanjing National Government In The Early Stage

In the early period of the rule of Nanjing National Government(1927-1937),China faced domestic and foreign troubles,domestic political turmoil and foreign maritime invasion,which made the construction of China’s Navy stagnate.Different from the dismal operation of the Navy,the thought of naval construction has made certain development.The intellectual community has established a number of professional naval publications.They use books and periodicals as weapons to publicize marine knowledge and spread marine ideas.The issues related to the sea and Navy were presented to the public,which promoted the social discussion of naval issues.The purpose of this study is to clarify the thought of naval construction and its social influence transmitted by professional naval journals represented by Naval Magazine,especially the official journals under the jurisdiction of the Ministry of the Navy.Taking the Navy magazine as an example and the relevant reports of the Navy Magazine as the analysis samples,the study first selects the samples,then carefully reads the text by using the method of text analysis,and then analyzes the Navy construction thought of the creation team of the Navy Magazine.At the same time,with the help of the self-evaluation of the writers of the same period newspapers and periodicals and the Navy Magazine and other relevant historical materials,this paper explores the social impact of the Navy Magazine.The study found that the navy construction thought of Navy Magazine can be roughly divided into three levels.The first level is reflected in the overall understanding of the "Navy",emphasizing the important position of the Navy: the navy is the foundation of building the country,consolidating the guarantee of national defense and the means to obtain sea power.Secondly,it is reflected in the concept of naval operations,mainly learning from the experience of Western naval warfare,taking the acquisition of sea power as the strategic goal of marine operations,the strategic view of sea,land and air coordinated operations and the tactical view of rational use of marine weapons.The third level is the concept of naval talent team construction,which can be divided into talent training and material construction.The construction of talent team points out that we should pay equal attention to spiritual construction and technical construction.Material construction pays attention to the construction of foreign ships and advocates the expansion of Chinese navy equipment.In the early stage of the Nanjing National Government,in the media practice activities of the intellectual circles transmitting the thought of naval construction,the Navy Magazine gave full play to the social function of its mass media,which not only promoted the improvement of the people’s thought of naval construction,but also promoted the development of the government’s practical activities of naval construction,and provided valuable historical resources and theoretical sources for today’s naval construction.
