The report of the 20th Party Congress points out that efforts should be made to promote high-quality development and promote the building of a new development pattern.High-quality development has become a new proposition for China’s development at present and for a considerable period in the future.As a major economic province in China,Shandong Province ranks third in terms of total economic output,but its overall development has gradually slowed down and the gap between it and Guangdong Province and Jiangsu Province has been increasing due to its unreasonable industrial structure and insufficient innovation capacity.Cities as an important carrier of economic and social development and people’s production and life,is the root of high-quality development in Shandong Province,but also to promote high-quality development in Shandong Province,a powerful grip.Therefore,it is necessary to deeply grasp the profound connotation of the new development concept,promote the new development concept to take root in the work of cities,and realize the high-quality development of cities.Based on the new development concept,this paper analyses the spatial and temporal characteristics of high-quality urban development in Shandong Province by using the comprehensive index analysis method and the coordinated development degree model,and measures and analyses the influencing factors and driving mechanisms of high-quality urban development in Shandong Province by using a geographical probe.Finally,it proposes regulatory countermeasures based on the strengths and weaknesses of high-quality development in different regions,and provides references for decision-making on high-quality urban development in other similar provinces.The findings of the study are as follows:(1)The overall trend of high-quality urban development in Shandong Province continues to improve,with significant differences among the five major subsystems.from 2006 to 2020,the comprehensive development index increased from 0.2221 to 0.7833.among the five major subsystems,the innovation subsystem,coordination subsystem and sharing subsystem of each city show a rising trend year by year,while the open subsystem and green subsystem show a declining trend,with the open subsystem declining A comparison of the indexes between cities in 2006 and 2020 shows that the best developed city in Shandong Province is Qingdao in the innovation subsystem;the best developed city in the coordination subsystem is Tai’an;the best developed city in the green subsystem is Rizhao;the best developed city in the open subsystem is Dongying;and the best developed city in the sharing subsystem is Jinan.The city with the best development of the sharing subsystem is Jinan.(2)The level of high quality development in Shandong Province has improved,but there are significant spatial differences.On the whole,the number of cities with high quality and good quality development in Shandong Province has increased,while the number of cities with low level development has relatively decreased,and the overall level of quality development of prefecture-level cities has improved.The spatial distribution shows that the level of high-quality development of cities in coastal areas is significantly better than inland areas,and that provincial capitals in inland areas are significantly better than other cities inland;from the perspective of each subsystem,except for the open subsystem,which has fluctuated due to the impact of the 2020 epidemic,the overall development level of all other subsystems has improved,and spatially it also shows that coastal cities are better than inland cities,and provincial capitals are better than other cities inland Spatially,the distribution of coastal cities is better than inland cities,and provincial capitals are better than other cities inland.In terms of spatial correlation,it shows the spatial distribution characteristics of a cluster of coastal hotspots and a cluster of inland coldspots.(3)The degree of coordinated development of high-quality urban development in Shandong Province has been increasing,with obvious regional differences in the degree of coupling and coordination.The spatial differentiation pattern of "coastal is better than inland".By 2020,except for Qingdao,Jinan,Yantai and Weihai,the coordination degree of other cities is out of tune or barely coordinated,which indicates that most cities in Shandong Province are still in the adjustment period of high-quality coordinated development and cannot reach a higher level of coordinated development,and there is still more room for improvement in the future.(4)The results of the geographic probe show that different dimensional drivers have different driving effects on the high-quality development of cities,with the overall driving effect of the open subsystem > innovation subsystem > sharing subsystem >coordination subsystem > green subsystem.The results of the single influence factor detection show that urbanisation rate,R&D investment intensity,basic social insurance coverage,the number of patents granted per 10,000 people,and the proportion of total import and export to GDP are the main factors influencing the high-quality development of cities.In the two-factor cross-testing,there is a two-factor mutually reinforcing relationship between the two influencing factors.(5)Suggestions for countermeasures for the high-quality development of cities in Shandong Province are proposed from six levels.Integrating the analysis results of the temporal and spatial evolution characteristics and driving factors of the development of 16 cities,and taking into account the regional development differences,six development suggestions are put forward: accelerating the construction of urbanization in Shandong Province to contribute to the high-quality development of cities;promoting the coordinated development of all aspects to build a coordinated development city;innovating institutional reform to stimulate the construction of innovative cities;promoting the progress of green industries to build a green and environmentally friendly city;strengthening the people’s livelihood construction process to share the fruits of high-quality urban development;accelerate post-epidemic reconstruction to improve the quality of the city’s opening to the outside world.
