As the earliest and longest artificial canal dug in the history of our country, the Grand Canal is rich in tourism resources as well as deep cultural accumulation. For a long time, most scholars have studied the cultural heritage of the Grand Canal from the perspectives of history, ecology, geography, archaeology and architectural engineering. However, few articles have studied the cultural heritage of the Grand Canal from the perspective of community participation in sociology, which is undoubtedly a lack of perspective of the study of the cultural heritage of the Grand Canal. This paper takes the cultural heritage of the Huai ’an Section of the Grand Canal as the research object, makes comprehensive use of stakeholder theory, participatory theory and other theoretical knowledge, and conducts in-depth field investigation for many times by combing the tourism development history of the Huai ’an Section of the Grand Canal and measures for the protection and utilization of cultural heritage, and adopts the qualitative research method of grounded theory.NVIVO12.PLUS analysis software was used to conduct three-level coding analysis of programmed grounded theory on the survey data, and six main categories of "participation ability","talent policy","political trust","institutional guarantee","regional economic development","tourism benefit" and a core category of "influencing factors of community participation in Canal cultural heritage tourism activation" were obtained. On this basis, through the way of sorting out the story line, the theoretical model of "influencing factors of community participation in the activation of canal cultural heritage tourism" is constructed, and the theoretical interpretation of this model is carried out.Based on the three-level coding analysis of the programmed grounded theory, three suggestions are proposed for the activation of cultural heritage tourism in the Huai ’an Section of the Grand Canal with community participation.First, the guarantee support of the local government should be enhanced from three aspects: perfecting the community participation system, strengthening the construction of talent pool and creating a good market environment.Secondly, the endogenous motivation of community residents’ participation should be stimulated from three aspects: the awareness of community residents’ participation, the provision of community participation training services and the encouragement of residents’ participation in heritage protection.Third,we should improve the supervision support of non-governmental organizations from the two aspects of cultivating nongovernmental organizations and clarifying their supervision responsibilities. Finally, the conclusion and prospect of the research content of this paper are given.
