Report on the Work of the Government,as a weather vane for China’s policy-making,has always been concerned.However,the English translation of work reports of local governments in China has not received enough attention.As a matter of fact,translating work reports of local governments into English is of positive significance.First,work reports of local governments are delegated by the central government to clarify how,under the guidance of the national development blueprint,local governments can follow their development paths in light of their own conditions.Second,work reports of local governments provide foreign enterprises who want to invest in a particular city with a channel to understand the local industrial information and favourable government policies,which are conducive to the settlement of international cooperation projects in this area.This is a Chinese-English translation practice report.The source text,Report on the Work of Huangshi Municipal Government in 2020,mainly introduces the work review in 2020,analyzes the achievements and existing problems in 2020’s work and makes a work plan for 2021.The source text is objective,rigorous and logical.Under the guidance of Catford’s translation shift theory,the author analyzes level and category shifts in the translation practice and discusses the applicable occasions of each shift through specific cases.For example,class shifts are used to convert Chinese verbs into English nouns,adjectives and prepositions to reduce the number of verbs in the target text;unit shifts are used to convert Chinese sentences into English clauses to clarify the logical structure of the target text;structure shifts are adopted to transform the active voice of Chinese into the passive voice of English to deal with a large number of sentences without the subject in the source text in a diversified way.It can be seen from the translation practice that Catford’s translation shift theory can guide the translation of political texts well.The author hopes that this translation practice report will provide some references to the translation of government work reports and other political texts.
