As an important historical and cultural corridor in China,the Tibet-Qiang-Yi corridor has unique and profound cultural and natural resource advantages,and it is of great practical significance to effectively strengthen the planning and construction development of the corridor to promote the economic and social development of ethnic areas in western China and optimize the regional cultural construction pattern in China.2014,the Ministry of Culture and the Ministry of Finance jointly issued the "TibetQiang-Yi Cultural Industry Corridor Master Plan",which clearly defines the scope,development goals and main tasks of the Tibet-Qiang-Yi Cultural Industry Corridor.Since the promulgation of this policy,cities along the corridor have responded by introducing corresponding cultural industry policies,holding cultural festivals and events,and promoting synergy with other cities in the corridor,etc.Demonstration projects of cultural industry with key influence have been widely built,and the production system of cultural tourism products and cultural consumption market have been gradually improved,and the economy and people’s livelihood have been significantly.The economy and people’s livelihood have been significantly improved.However,influenced by resource conditions,location conditions,government attention and other factors,the policy response among cities along the corridor varies significantly,and with the continuation of time will lead to the development of cultural industries in cities along the corridor is not synchronized,further widening the regional development gap,which is inconsistent with the policy goal of synergistic development and common prosperity.In order to holistically improve the policy response of cities along the Tibet-Qiang-Yi cultural industry corridor,it is particularly important to explore the influencing factors and complex mechanismsThis study qualitatively describes the response of cities along the Tibet-Qiang-Yi cultural industry corridor to this policy of the Master Plan,and quantitatively measures the degree of policy response of cities along the corridor,and then uses the fuzzy set qualitative comparative analysis method(fs QCA)on this basis to explore the factors affecting the policy response and the way they are combined.Considering that the analysis of policy response in previous studies has mostly focused on "policy text diffusion",this study introduces the aspect of "policy implementation" to more comprehensively and accurately measure the response of local governments to higherlevel policies.Firstly,we explain the background and significance of the thesis based on the real development situation,and systematically organize the relevant data,scientifically sort out the research status of domestic and foreign literature,and elaborate on the cultural industry policy and policy response research,so as to lay the conceptual and theoretical foundation of the whole text.Secondly,11 cities in the core region of Tibet-Qiang-Yi cultural industry corridor are taken as the research objects,and the current situation of policy response is outlined from two aspects of policy text proliferation and policy practice implementation;a multi-dimensional evaluation index system is constructed from the perspectives of introducing cultural industry-related policies,developing cultural festival brands,and promoting cultural industry agglomeration level,and the global entropy value method is applied to measure the2016-2019 The degree of policy response of cities along the Tibet-Qiang-Yi cultural industry corridor from 2016 to 2019 is measured using the global entropy method.Finally,the policy response of 11 cities along the corridor is used as a case study,and "resource endowment(human resource endowment and natural resource endowment),market demand,strategic target positioning,administrative pressure,and proximity effect" are selected from two levels of "internal demand and external pressure".Six factors are selected as the conditional variables and "policy responsiveness" as the outcome variable,and the relationships are tested empirically by means of qualitative comparative analysis.The results show that the six factors of "human resource endowment,natural resource endowment,market demand,strategic targeting,administrative pressure,and proximity effect" as the conditional variables have an impact on the policy response of cities along the Tibet-Qiang-Yi cultural industry corridor.However,no single factor is sufficient to explain the results of high policy response,and the four paths formed by the combination of "market demand" and "human resource endowment" and different factors can explain most of the sample cases of high policy response.Based on the analysis of the empirical findings,this study proposes three types of paths to explain the high policy response of cities along the Tibet-Qiang-Yi cultural industry corridor: domestic demand-determined,governmentled,and internally and externally driven,and proposes corresponding countermeasures based on the analysis results.
