Research On The Optimization Of Spatial Layout Of Public Cultural Service Facilities In Guiyan

After more than 40 years of reform and opening-up,China’s economy has developed rapidly,far exceeding the world average.People’s life has changed from the pursuit of food and clothing in the past to the pursuit of development,and their demands for self-realization and spiritual culture are constantly increasing.Optimizing the spatial layout of public cultural service facilities can make public services benefit the wider public,and it is also the goal and orientation of the development and promotion of public cultural services.Meanwhile,improving the quality of national civilization and enriching cultural services are the main ways to strengthen the construction of socialist spiritual civilization.The optimization of the spatial layout of public cultural service facilities is related to the smooth progress of the above problems.Based on the location theory and the theory of fairness and justice,this paper analyzes the current situation of public cultural service facilities in Guiyang and the spatial distribution characteristics and differences of various public cultural service facilities in Guiyang,on the basis of summarizing the related research on public services and public cultural service facilities at home and abroad.By collecting the data of the 7th National Census Bulletin,Guiyang Statistical Yearbook 2021,Guiyang Municipal Government Data Open Platform,colorful Guizhou Cultural Cloud Platform and Guiyang Traffic Map,the GIS technology is used for analysis.In GIS,the population data,traffic network and spatial layout of public cultural service facilities in Guiyang are visualized,and the service population,service scope,nuclear density and accessibility of public cultural service facilities in each administrative region are analyzed.It is found that there are the following situations in public cultural service facilities in Guiyang:(1)Unbalanced spatial distribution.It is embodied in the shortage of total amount,the imbalance of layout,and the gap in the spatial layout of different types of public cultural service facilities.By the end of 2021,there were 13 public libraries in Guiyang,which were far behind the developed areas in China.Generally speaking,the public cultural service facilities in Guiyang are mainly concentrated in the central city and distributed in a cluster.The spatial distribution of libraries in each administrative district is relatively balanced,with eight other types of public cultural service facilities in the main city,and only two memorial halls in the far city.(2)Unequal financial input.Among the financial expenditures of culture,tourism,sports and media in Guiyang in2021,the highest expenditure area is Guanshan Lake District,and the lowest expenditure area is xiuwen county.There is a big gap between the two places,and the financial input of local governments to public cultural service facilities is not equal.(3)People-oriented is neglected,and the phenomenon of "image engineering" exists.Guiyang’s public cultural service facilities are built in a certain area.Therefore,this paper puts forward some countermeasures for optimizing public cultural service facilities in Guiyang.This paper comprehensively studies the influencing factors of spatial disparity of public cultural service facilities in Guiyang,including four factors: economic development,population density,traffic and policy.This paper points out the optimization scheme of the layout of public cultural service facilities in Guiyang,and puts forward the optimization suggestions of "increasing government financial input","rationally arranging public cultural service facilities","optimizing traffic structure" and "actively changing government functions and improving scientific planning level" under the principle of people-oriented.
