Research On The Construction Of Civilization Practice Center In The New Era Under The Background Of Rural Revitalization

Civilization is an important symbol of social progress and the soul and inexhaustible driving force of national development.To build a modern socialist country,we must combine the construction of spiritual civilization with the construction of socialism with Chinese characteristics.For a long time,our party has attached great importance to the construction of spiritual civilization,combined with China’s specific reality,and consistently promoted the Sinicization of Marxist cultural theory;promote the reform of the cultural system to continuously meet the growing needs of the people for a better life.In order to solve the problems of insufficient total supply and inaccurate direction of public cultural services in relatively backward areas in my country,especially in rural areas.In August 2018,the General Office of the Central Committee of the Communist Party of China issued the "Guiding Opinions on the Pilot Work of Building a Civilization Practice Center in the New Era",and proposed to build a pilot of a new era civilization practice center at the county level.In order to solve the problems still existing in the construction of civilization practice center in the new era and give better play to the role of practice center in China’s grass-roots economic and social development,taking Y County in Jiangxi Province as an example,this paper makes an in-depth study on the case of the construction of civilization practice center in the new era in Y county through the method of "dissecting sparrows",and puts forward countermeasures and suggestions.In the specific research process,based on the summary and analysis of previous studies,this paper adopts the methods of literature reading,individual interview,expert consultation and case study to objectively evaluate the important role of the construction of civilization practice center in the new era in revitalizing local position resources,building a comprehensive service platform and carrying forward local characteristic culture.This paper carefully abstracts and summarizes the common problems existing in the construction of the practice center,such as insufficient construction force,insufficient policy support,incomplete mechanism construction and poor connection between supply and demand,from the aspects of construction subject,operation guarantee and service content,and deeply analyzes the root causes of the outflow of rural elites,the dispersion of village community organizations,government administrative habits and the structure of supply subject.According to the construction practice of Y county’s new era civilization practice center and the form of rural economic and social development in the new era,aiming at the common problems existing in the construction of the center,this paper puts forward countermeasures and suggestions on building public service space or service platform,improving institutional service mechanism and changing the action logic of public cultural services from the perspective of optimizing the supply of public cultural services.This article proposes to adhere to the people-oriented concept,rationally plan the public cultural service space,continuously enrich the public cultural service carrier,change the action logic of the government to provide cultural services,reconstruct the main relationship of public cultural services,create an institutional environment for all parties to participate in cultural construction,mobilize the masses to actively participate in building a civilized spiritual home in the countryside,and truly realize the spiritual return of cultural people and customs to provide spiritual attachment for the broad masses of the people.
