In the Western Han Dynasty,the Inner Dynasty was formed under the political background of the emperor’s return to power.Since Emperor Wu of the Han Dynasty,the power of central decision-making has gradually shifted from the outer Dynasty to the inner Dynasty.It can be said that the inner Dynasty played the role of policy center in the middle and late Western Han Dynasty.However,in the early Eastern Han Dynasty,Emperor Guangwu transformed the political structure.Specifically,in terms of the external Dynasty,Guangwu followed the old system of three public officials of the previous dynasty,while in terms of the "internal Dynasty",it made a provincial merger of the former dynasty.In this way,we need to look at the essence through the phenomenon and find a standard to judge the inward trend.From the perspective of strengthening imperial power,the inner court moves with the emperor.If the emperor lives in the inner palace,the inner court officials should break through the provincial ban.From the perspective of policy resolution,the inner court officials should provide policy suggestions to the emperor,that is,they should participate in political affairs,and the two are one-way.In terms of the ruling characteristics of the Eastern Han Dynasty,it can be roughly divided into three periods: the early Eastern Han Dynasty,the Empress Dowager’s reign period and the eunuch’s political period.In the early Eastern Han Dynasty,due to the change of the nature of adding officials and the emperor’s own diligence,it did not meet the two criteria for judging the inner Dynasty,so there was no inner Dynasty at this time.During the reign of the empress dowager,new changes took place.At this time,the father and brother of the Empress Dowager provided policy reference and re enabled the mode of Huo Guang’s assistant government in the Western Han Dynasty.The relatives had the conditions to enter and leave the province and participate in political affairs.Therefore,there was an inner Dynasty in this period.During the period of eunuch’s political intervention,those confidential positions with participation in political affairs were gradually occupied by eunuchs.Eunuchs themselves had the advantage of entering and leaving the province,which was in line with the judgment standard of the inner Dynasty,so there was the inner Dynasty in this period.In short,the situation in the Eastern Han Dynasty was not invariable,but had different forms of expression.
