In order to guarantee the official privilege,the Qing rulers inherited the political system of the Ming Dynasty and combined the official position with the official position,establishing the system of "Integrating Manchu and Han" and "advocating Manchuria first" with distinct ethnic characteristics.The official position in the central civilian government offices in Beijing were divided into six types according to the different ethnic attributes of the officials.That is,the clan lacks,Manchuria lacks,Mongolia lacks,Han army lacks,Neiwufu lacks and Han lacks.The establishment of the officer,the lack of system in the Qing Dynasty,in the long historical evolution experienced a complicated changes,this paper will be in Beijing in the central of the civilian government officer for the deficiency of the six national properties of perspectives,respectively from the officer of setting and evolution stage characteristics,the characteristics of officer need set,and the influence of officer set missing four aspects,dynamically study the establishment of the officer,the lack of system in the Qing Dynasty and the evolution process.By sorting out the establishment and evolution of civil government offices in Beijing in the Qing Dynasty,and analyzing the concrete implementation of its actual operation,we can reveal the ethnic orientation of rulers to the establishment of official posts reflected by the different ethnic attributes of officials and the different functional properties of civil government offices.Then we can understand the governor’s concept of employment,the political influence of different ethnic attributes on the establishment of official posts in Qing Dynasty,and the rulers’ strategies in dealing with ethnic relations in different historical periods.In addition,the quantity of official vacancy and the quality of official supplement greatly affect the implementation effect of central government decree and the level of administrative efficiency.The good operation of state institutions and the maintenance of stable ruling order are closely related to the constant adjustment of official vacancy in the bureaucracy. |
