Research On The Optimization Of The Construction Of Social Psychological Service System From The View Of Collaborative Governance

The implementation of the construction of social psychological service system is an important measure for China to construct a harmonious socialist society and spiritual civilized society and an innovative way to promote social governance,which is of great significance to firm a social atmosphere with virtue for good and law based.Since the 19 th National congress of the CPC,the construction of social psychological service system has been gradually promoted from some pilot areas to a large scale.In the construction process of all places,it has grown out of nothing,gradually forming a basic framework and establishing working norms and institutional mechanisms,whose implementation effect has been demonstrated in stages.The Gongjing District,a smaller administrative district of Zigong City,selected in this paper is a national social psychological service pilot city.Because it is in a period of transformation and upgrading of traditional industries,the tasks of restructuring enterprises and reconstruction of the old city are heavy.Originally,Gongjing District faces various problems,such as a large number of laid-off and unemployed people,floating population,and agriculture to non-agriculture population,complex demographic structure,weak economic foundation and numerous social problems,but through innovation to work,it summarize the“double four five” mode of social psychological service system construction,that is,build four platforms,a district-level social psychological service center,psychological service places of township(street)and key units,village(community)psychological counseling rooms and grid psychological service rooms;cultivate five teams of professional consultants,part-time workers,social workers,volunteer service providers and grid members;establish four major mechanisms,the publicity and education mechanism,the strict dynamic screening mechanism,the guidance and assistance mechanism and the crisis intervention mechanism;Launch five services,the case service,the specific service,the hotline service,the reservation service and the grid service.The number of conflicts and disputes caused by psychological problems and the number of various cases(matters)in Gongjing District of Zigong City have decreased year by year,and now it has become a model for the construction of social psychological service system in Zigong City.Taking it as a research model can provide reference for the administrative regions,facing industrial transformation and upgrading and complex and changeable economic society,to improve people’s satisfaction and happiness,and promote the construction of social psychological service system.By summarizing the development background and research significance of psychological service system and the current research situation,related concepts and theories at home and abroad in detail,and combined with my long-term related work experience and investigation research in this paper,it was found that there are three problems,low participation in the construction of social psychological service system in Gongjing District,Zigong City,lack of funds and the effect of social psychological improvement which is difficult to guarantee.Based on the public goods theory and the collaborative governance theory,I analyzed the reasons and found that there are three main factors as follows.First,the subject is not coordinated;second,the operation mechanism is limited;third,the mental health service mode is single.Finally,it is problem-oriented,and then three optimization suggestions are put forward for the construction of social psychological service system in Gongjing District,Zigong City.First,develop and cultivate multiple subjects,establish the concept of meta-subject coordination and improve the participation capacity of multiple subjects;second,strengthen institutional supply,specify implementation rules,and improve cooperation mechanisms,the special management mechanism for funds and the existing supervision and assessment mechanism;third,create professional group services,strengthen platform building and innovate construction mode.
