In recent years,non-profit organizations have gradually entered the public eye.Non-profit membership-based literary and artistic volunteer service organizations have important practical significance in social services and civilized advocacy.With the rapid development of the economy and society,while the masses are being satisfied in material terms,they are gradually pursuing their spiritual and cultural needs,and a diversified and individualized public culture has gradually developed.The complexity of society’s cultural needs is increasing.The government’s supply alone no longer meets the needs of the public.It is time to maximize the function of cultural voluntary service organizations and make them an important link and helper for the government and the people.In this context,the literary and artistic volunteer service organization formed by the Literary and Art Association directly under the Literary and Art Association is the main body of cultural supply and should play its important role and function.However,county-level literary and artistic volunteer service organizations generally have amateur problems in volunteer service management.This article takes Longwan District,Zhejiang Province as an example,tries to use public management knowledge,and focuses on solving the existing problems in Longwan District’s literary and artistic volunteer organization service management.Provide reference for the organization and management of the same type of county-level literary and artistic volunteer services across the country.The first-hand information of this article is obtained through literature research,questionnaire survey interviews and own work experience,and then comprehensively analyze the data materials,and come up with recommendations for the organization and management of the local literary and artistic volunteer service in Longwan District.First of all,I have worked in the Longwan Federation of Literary and Art Circles for more than 5 years.I used my work experience and existing archives to list and analyze the management profile of Longwan District’s literary and artistic volunteer organizations.Then I collected 168 valid questionnaires and collected relevant responsibility.Human interviews further summarized and analyzed the current situation of the organization and management of literary and artistic volunteer services in Longwan District,and concluded that there are problems in the management of literary and artistic volunteer organizations: insufficient cooperation among various literary and artistic associations,insufficient coordination and coordination capabilities of managers,and insufficient centrality in voluntary services,etc.problem.Using the knowledge points of public management theory,the root causes and suggestions of these problems are deeply analyzed.From the theoretical guidance of the mature multi-agent management in the public governance theory,it can be seen that Longwan District is still only a link between the government and volunteers,and a mature multi-agent governance model has not yet been formed.The amateurism of charity in the theory of voluntary failure exposes the unprofessional nature of volunteer service caused by the amateurishness of the management objects of Longwan literary and artistic volunteer service organization.The guiding function model based on the theory of service-oriented government is very suitable for guiding the management positioning of the literary and art federation and the literary and artistic voluntary organization.The government and the literary and art federation should implement a long-term strategic plan to hold the bottom line of voluntary service,and on this basis,play a role in the voluntary service organization.Freedom and flexibility.On this basis,this article draws on the organization and management models of the United States,Shanghai,Hong Kong,etc.,and finally came up with three suggestions on the formation of a multi-subject management system,a precise positioning and guiding function model,and a sound volunteer management mechanism.This article believes that in terms of the management of literary and artistic volunteer organizations,a multi-subject management model such as the government,literary and artistic volunteer associations,and literary and artistic volunteer service organizations should be formed,and through the guidance of service-oriented government theory,the guiding function management model should be accurately positioned,and policies and regulations should be formulated Creating a good external environment for voluntary service,forming a guiding multi-subject effective management model,and perfecting the voluntary management mechanism will maximize the benefits of literary and artistic voluntary service organizations.
