This paper takes the governance of Pu ’er Prefecture in the early and middle periods of the Qing Dynasty as the theme,starts from the space-time evolution of the political region,and takes the governance of officials as the research subject to reveal the "Bureaucratization of Native Officers" and "rule by man".Through the investigation of the stable pattern of Pu ’er Prefecture from its establishment to one county and three departments,the changes of chiefs-of-command authority and chiefs-of-command subordination in the region,this paper argues that the "Bureaucratization of Native Officers" is a long-term and complex process.Beginning,the dynastic power entered the sphere of influence of tusi.National officials in the original tusi region power reached a certain height,gradually mastered the region’s name of qian Gu,that is to say,the realization of "governing the land to govern the people",marking the dynastic power of the control of the region had substantial progress.The "afterthought stage" is the "in-depth stage of dynastic governance".In the period of "dynastic governance",it was one of the means of dynastic governance to entrust the original chieftain and local officials with important responsibilities.Although tusi still exist and play a certain role,so that the region can not completely equal to the mainland states and counties,but tusi can play a less and less role in the "money valley criminal people" affairs.Secondly,through combing the process of "Bureaucratization of Native Officers" of Pu ’er Prefecture,the author holds that: Crypto-morality of Native Officers is a national policy and institution,The dynasty-central authorities thought the "Bureaucratization of Native Officers";provincial governors thought the "Bureaucratization of Native Officers"."Officers" and local government and county officials think that the "Bureaucratization of Native Officers" is not the same.In terms of principle,means and methods,there exists "morality tailored to local conditions and circumstances".The actual process of "Bureaucratization of Native Officers" is full of political legitimacy,but the "Bureaucratization of Native Officers" itself is an institution manifested by the rule of law.Therefore,when commenting on the "Bureaucratization of Native Officers",one must start from the people,go back to the geographical and cultural environment of that time,and explore the "dynasty-governance" carried out by the officials of prefecture-hall and county.Rather than simply establishing chiefs-of-chiefs-of-command as the basis of political legitimacy of the Qing dynasty;Nor can the institution itself simply be ascribe to political legitimacy the consequences of political legitimacy to Native Officers.You have to see that the "Bureaucratization of Native Officers",once implemented,is infused with political legitimacy,The consequences of political legitimacy should be attributed to the officials who carry out the "Bureaucratization of Native Officers". |
