| Purpose:On the new journey towards "Healthy China 2030",the pace of innovation in China’s drug supervision has never stopped,and the 20 th National Congress of the Communist Party of China proposed to "promote the construction of a healthy China,put the protection of people’s health in a strategic position of priority development",and "strengthen food and drug safety supervision".With the promulgation of laws and regulations such as the Drug Administration Law of the People’s Republic of China(revised in 2019),the Good Management Standards for Drug Trading,and the Measures for the Supervision and Administration of Drug Circulation,a relatively complete drug supervision system has been gradually established,and China’s drug supervision work has made great progress.However,the quality supervision of traditional Chinese medicine pieces is currently in the period of change and transition of the reform of the drug supervision system,and the period of organizational adjustment and adaptation,and there are still many further adjustments and optimizations.Therefore,this paper takes the quality supervision of traditional Chinese medicine pieces in Shenyang chain pharmacies as the investigation object,and conducts interviews and questionnaire surveys with law enforcement personnel of Shenyang drug regulatory department and practitioners of chain pharmacies to understand the current status quo and existing problems of quality supervision of traditional Chinese medicine pieces in chain pharmacies in Shenyang,and proposes corresponding solutions to their problems.In order to further improve the level of supervision of regulatory authorities,improve the safety of Chinese medicine tablets,and maintain the health of the people,provide certain references and assistance.Methods:Literature research method,questionnaire survey method,interview method and statistical analysis method were used as the main research methods.Through the literature research method to review,collect and sort out relevant government documents and laws and regulations,search the official website of the drug regulatory department to understand the institutional setup and working functions of the drug regulatory department,on this basis,the questionnaire survey method and interview method are used to understand the current situation of the quality supervision of traditional Chinese medicine pieces in chain pharmacies in Shenyang,and statistical analysis methods(descriptive statistics,correlation analysis and linear regression)are used to explore the problems existing in the quality supervision of traditional Chinese medicine pieces in chain pharmacies in Shenyang and analyze them in depth.Results:It is found that at present,the quality supervision of traditional Chinese medicine pieces in chain pharmacies in Shenyang has six outstanding problems: the professional level of the supervision team needs to be improved,the regulatory efficiency of the drug regulatory agency is weakened,the communication and cooperation between drug regulatory departments needs to be deepened,the efficiency of supervision and case handling needs to be improved,the main responsibility of retail pharmacy enterprises is not in place,and the pattern of diversified social co-governance has not yet been established.In view of this,this paper puts forward countermeasures and suggestions to improve the quality supervision of traditional Chinese medicine pieces in chain pharmacies in Shenyang according to local conditions.Conclusion:This paper puts forward the following countermeasures and suggestions to improve the effectiveness of the quality supervision of traditional Chinese medicine pieces in Shenyang chain pharmacies: strengthen professional training management,consolidate the construction of supervision teams,optimize the division of powers of drug regulatory institutions,strengthen the top-level design of functions,establish communication and collaboration mechanisms,adjust work strategies in real time,innovate drug supervision models,improve the modernization level of drug supervision,establish the awareness of corporate responsibility,establish and improve the corporate credit system and build a diversified social subject co-governance system,and achieve all-round and full-cycle joint supervision.In order to provide new perspectives and new ideas for Liaoning drug regulatory authorities to formulate corresponding guidelines and policies,and to provide theoretical reference and practical guidance for optimizing the quality supervision mode of traditional Chinese medicine pieces in chain pharmacies in Shenyang. |
