Health Resource Integration refers to the design of a series of models and methods in terms of funding,organization,management,technology,and services,while maintaining the same total amount of medical resources.This enables healthcare departments and medical institutions at all levels to establish various forms of cooperation within and among each other,thereby providing more and better high-quality medical services.Under the policy guidance of the Central Committee of the Communist Party of China and the State Council to comprehensively deepen the reform of the medical system,various parts of the country actively carry out the integration of medical resources.How to optimize the allocation of medical resources,improve utilization efficiency,and maximize the convenience of medical treatment for the public under the condition of limited medical resources is an urgent problem that needs to be solved in the medical and health industry.For small and medium-sized cities with a late start and weak foundation in integrating medical resources,it is even more significant to correctly integrate medical resources and efficiently stimulate the potential of healthcare.This paper selects the integration of medical resources in R city as the research object and adopts research methods such as literature analysis,interview,and questionnaire survey.Firstly,the theoretical foundation of the research is established by consulting relevant literature and materials.Then,data collection and analysis are conducted on the current situation of medical resource integration in R city.Based on the results of questionnaire surveys and interviews,public sector performance management theory and government failure theory are used,The main problems and corresponding reasons for the integration of medical resources in R city have been summarized: firstly,the overall process of integration is relatively slow,mainly due to low efficiency of government intervention and the need to improve institutional systems such as medical security;Secondly,the enthusiasm of medical personnel to participate is not high,mainly due to the lack of incentive mechanisms within the medical consortium;Thirdly,the strength of grassroots medical institutions is lagging behind,mainly due to the obstruction of the sinking of high-quality medical resources;Fourthly,the willingness of grassroots first visit is not strong,mainly due to patients’ insufficient understanding of relevant policies and inadequate policy promotion;Fifth,the implementation of two-way referral is not smooth,mainly due to inadequate supporting systems and unclear referral standards.On the basis of in-depth analysis of the problems and main reasons in the integration of medical resources in R city,this paper proposes countermeasures and suggestions to improve the efficiency of medical resource integration in small and medium-sized cities from the perspectives of the government,medical consortia,medical institutions,patients,etc.Firstly,play the leading role of the government and improve relevant policies;Secondly,innovate the cooperation strategy of medical consortia to stimulate cooperation vitality;Thirdly,increase assistance to grassroots medical institutions and strengthen their grassroots strength;Fourthly,through publicity,change the patient’s concept of seeking medical treatment;Fifth,continuously improve the level of informatization.This paper focuses on small and medium-sized cities,a new field that has been less studied in the past,and to some extent compensates for the shortcomings of previous research.The research results can provide some reference ideas for solving the problems of imperfect layout,insufficient high-quality medical resources,and unreasonable allocation of medical service systems in small and medium-sized cities in China.
