Research On Performance Evaluation And Promotion Path Of Rural Culture Revitalization In Sichuan Province In The New Era

The revitalisation of rural culture is an effective measure to meet the spiritual needs of villagers and strengthen their cultural confidence,as well as an inevitable requirement to consolidate the achievements of poverty eradication,achieve rural revitalisation,promote the modernisation of agriculture and rural areas,and build a strong socialist cultural state.This has enriched and expanded the connotation and objectives of rural cultural revitalization.In recent years,Sichuan Province has taken a series of important measures to promote cultural revitalisation in the countryside based on the instructions of the Party Central Committee,and has achieved certain results.There is still a big gap between meeting the growing needs of villagers for a better life and achieving the goal of revitalising the countryside.Therefore,the focus of this paper is on how to promote the coordinated development of rural culture in various regions and the revitalisation of rural culture with stronger measures,so that it can better consolidate the results of poverty eradication and achieve rural revitalisation.Based on this,this paper uses the DEA-Malmquist index method to evaluate the performance of rural cultural revitalisation in Sichuan Province in the new era,based on an in-depth analysis of theories related to rural cultural revitalisation,a review of the history of rural cultural construction under the leadership of the Communist Party of China and a review of the practice of rural cultural revitalisation in Sichuan Province,in order to accurately grasp the reality of rural cultural revitalization in each region of Sichuan Province and propose a more targeted path to promote rural cultural revitalization in Sichuan Province in the new era.The study found that:(1)Since the new era,the construction of rural culture in Sichuan Province has been rapidly promoted after the preliminary practice,especially after rural cultural revitalization was proposed,and the effect of rural cultural revitalization practice in 2017-2018 was even substantially improved,but the practice of rural cultural revitalization in 2019 and 2020 needs to be strengthened.(2)There are big differences in the status of rural cultural revitalization in different regions of Sichuan Province.among the 21 cities(states),only Chengdu,Guang’an,Yibin,Guangyuan,Nanchong,Dazhou and Mianyang have made good progress in rural cultural revitalization;the effect of rural cultural revitalization practice in Leshan and Aba needs to be further improved.(3)Zigong,Suining,Neijiang,Ya’an and Aba face the problem of insufficient financial investment in rural culture,while Luzhou and Leshan face the problem of excessive financial investment in rural culture and insufficient work related to rural cultural revitalization.The reasons for this are: Firstly,the change in the focus of grassroots governance and the failure to fully carry out rural cultural practices have led to a decline in the effectiveness of rural cultural revitalization practices.Secondly,the cities(states)that have made good progress in the revitalization of rural culture in the new era have fully explored traditional rural culture to achieve innovative development of rural culture;Vigorously develop rural cultural activities to improve the moral and ethical standards of villagers;and continuously invested in rural cultural infrastructure to promote the high-quality development of spiritual civilization construction;while the cities(states)that have made poor progress in the revitalization of rural culture are mainly faced with the problems of insufficient funds for rural cultural construction and the lack of rural cultural subjects.Insufficient funds for rural cultural construction and the lack of rural cultural subjects.Thirdly,the uneven allocation of resources and the lack of performance concept of rural cultural revitalization have affected the effect of rural cultural revitalization practice in Sichuan Province in the new era.Therefore,this paper combines the above conclusions to propose a path to promote the revitalization of rural culture in Sichuan Province in the new era.First,insist on Party building to lead rural cultural revitalization and clarify the direction of rural culture;second,increase the investment in rural cultural infrastructure to narrow the cultural gap between urban and rural areas;third,increase the development of rural cultural activities to enrich spiritual and cultural life;fourth,realize the transformation of rural traditional culture and develop rural cultural industries;fifth,strengthen the construction of rural cultural teams to guarantee rural cultural inheritance;sixth,reasonably allocate rural cultural resources and enhance The Government should establish a correct concept of cultural performance and promote cultural revitalisation in the countryside.
