This paper focuses on how the National Industrial Arts Research Institute promoted the modernization of practical craft in Japan in the first half of the 20 th century and its influence on the development of craft and design in Japan in the second half of the 20 th century. In the first half of the 20 th century, the demand for the revitalization of industrial economy and export trade prompted the Japanese ruling and opposition parties to attach importance to the revitalization of practical technology. At that time, the Japanese government vigorously set up the National Industrial Arts Research Institute to assume the responsibility of leading the development of practical technology in Japan. Therefore, the Institute of Process Guidance has carried out a lot of process investigation, process research, process guidance and other activities, and carried out a comprehensive and systematic traction on the Japanese process field,in order to promote the modernization of Japanese practical technology. This process also laid a profound foundation for the development of process and design in Japan after World War II,such as the accumulation of process technology, process thought, process research experience, the exploration of process development path, the establishment of confidence in process development and the training of process design talents,so that the process and design circles in Japan gradually realized "endogenous development" after World War II.The ability to actively organize forces to conduct self-exploration and self-development according to their own needs and domestic and foreign development conditions, which also promoted the great prosperity of Japanese craft and design in the1960 s and 1970 s.
