Research On Evaluation And Governance Strategies Of Urban Cultural Vitality From The Perspective Of Scene

As a container for storing the achievements of civilization,cities provide rich cultural vitality perception for urban entities.However,for a long time,the academic community has not yet formed a consensus on the concept and value orientation of urban cultural vitality(UCV);On the other hand,there is a lack of empirical evaluation of urban cultural vitality.The scene and its theoretical framework emphasize the multi-dimensional combination of cultural facilities,the diversity of cultural participants,and the diversity of cultural values,which adapt to the inherent growth logic of UCV and provide a new research perspective for UCV.Taking Xi’an,the national central city,as an example,this study explores the following three issues based on the scene and its theoretical framework: First,how to understand the vitality of urban culture with the help of the theoretical tools of the scenario? How to use scene based research methods to conduct empirical evaluations of urban cultural vitality? So as to detail the overall level,spatial differences and structural heterogeneity of cultural vitality among the case cities,and identify the intrinsic value and characteristic model of cultural vitality in different regions;Thirdly,how to propose a scenario based governance strategy for cultural vitality based on the existing issues identified through empirical evaluation? In order to assist in the high-quality development of urban culture.The main work and conclusions of the study are as follows:(1)From the perspective of theoretical analysis.Sorted out the research context and theoretical basis of UCV,explored the generation mechanism of UCV,and the internal relationship between scenes and UCV;On this basis,an empirical evaluation method of UCV based on external indicators and intrinsic value is proposed.(2)From the perspective of external indicator evaluation,a system of indicators for urban cultural vitality from the perspective of scenarios has been constructed.Based on the CEI comprehensive weight model and RSR method,the UCV level,clustering and spatial heterogeneity of Xi’an and 19 sample cities from 2019 to 2021 are evaluated and compared;The level of UCV in Xi’an within this region has undergone a cliff like decline to a slow recovery process,with significant differences in scene structures such as diverse populations,values,and lifestyles compared to other top cities.(3)From the dimension of intrinsic value assessment,the intrinsic value codebook of UCV is constructed from three main dimensions of cultural experience,context perception and mutual learning of civilizations and 15 sub dimensions to achieve quantitative assessment of the internal model of UCV.We have carried out pattern recognition and feature dimension screening using PCA and OPLS-DA models,identifying three current scene modes in Xi’an: innovative,context reconstruction,and inclusive and convenient.(4)From the perspective of governance strategies for UCV.Based on the basic idea of activating the growth of UCV through governance scene,and in response to the existing problems such as the lack of identification mechanisms for identifying scene lineages,lack of diversity in lifestyles,and insufficient innovative cultural experiences discovered through empirical evaluation,it is proposed to develop a cultural vitality scene chain lineage to enhance the level of refined governance;Innovate the operational model of cultural vitality scenarios and promote diversified governance structures;Encourage the expression of cultural vitality scene values and cultivate governance strategies such as endogenous governance effectiveness.
