| Chinese industrialization has been bumpy.From westernization to industrial saving nation,and the bureaucrat-capitalist industrial development during the period of Republic of China,all accompanied by foreign aggression.Communist Party of China,who grew up in the war,has a deeper understanding of industrialization than any previous political group.In order to realize the transformation from an agricultural country to an industry country,from putting forward the goal of industrialization on the Seventh National Congress,to the practice of One transformation and Three reforms,Great-Leap Forward,Third-line construction,and The four modernizations,Communist Party of China and the government have been pursuing industrialization with high sense of mission and urgency.Since the reform and opening up,township enterprises emerge as a new force.The county economic pattern characterized by the integrated development of urban and rural areas has gradually taken shape.The Central Plains Economic Zone has become a national strategy,which has brought new strategic opportunities for Henan Province.Under the national policy environmentn,the county industry of changyuan has grown up.Changyuan County,located in the east of northern Yu,had been part of the Hebei-Shandong-Henan revolutionary base area.Since 1949,Communist Party of China began to organize the party’s organization and the government,restore economy and handicraft industry construction in Changyuan.During the period of people’s commune and the Great Leap forward,Changyuan County set up more than a dozen industrial enterprises under ownership by the whole people and several hundred industrial enterprises under collective ownership,and carried out a large-scale steelmaking campaign under the call of the state.Due to lack of experience in industrial construction and management,industrial development did not achieve the desired results and seriously affected agricultural production.Coupled with the lack of food and clothing for years of continuous flooding of the Yellow River,the beach area was once in a state of extreme poverty,and a large nember of workers were forced to go out to make a living.Although the policy at that time opposed the blind movement of population,the grass-roots government is responsible for allowing a certain proportion of the labor force to go out of their hometown to help the poor.This inadvertently laid the foundation for the start of the Changyuan’s antiseptic industry.In the 1960 s,Changyuan County generally shrank its industrial construction and focused on grain production.But after the May 7th instruction,the industrial enterprises that withdrew during the three-year adjustment period were gradually restored.In the 1970 s,in order to implement the requirements of the fourth five-year Plan to develop local five-small-industry,Changyuan devoted the efforts of the whole County to set up five small factories and mines for the whole people.At the same time,the needs of domestic production development and international trade have promoted the development of communes and team enterprises,and gradually increased the proportion of the commune brigade in the third-tier economy.Anticorrosion industry,construction industry,labor protection articles,glass industry and simple processing of sanitary materials were all important sidelines at that time.These enterprises paid close attention to management in the era of planned economy and the initial stage of reform and opening up,some enterprises had made brilliant achievements.But in the process of transition to a market economy,public-owned enterprises went through a serious decline in efficiency,the comparative advantages over private enterprises were gradually lost,and went to the market in a new form after the reform of the economic system.In 1980 s,there are many professional villages and familis in Changyuan County,which become the starting point for private enterprises to start a business.Driven by self-employed,Changyuan soon grew into one of the four major glasses distribution centers in the country.Rapid development of labor economy represented by anticorrosive buildings in beach area had become the pillar industry of the whole county first.Because of the good mass foundation,lifting appliances and medical sanitary materials industry,formal producers appeared in the late1980 s.Especially in the lifting machinery industry,the government invests actively,set up county-run enterprises owned by the whole people,and become a designated crane manufacturer of the Ministery of Machinery and Electrical Engineering,after that,a large number of Private lifting enterprises have emerged rapidly.Since the 1990 s the middle and late stages,the three major industries of preservatives represented by private enterprises have become a strong growth pole for the rapid economic development of Changyuan County.Changyuan County also from the poor county that ate relief grain and got relief money grow into an economically advanced county,and started the goal of attacking the top100 counties in the country in the second decade of the new century.In the 1980 s and 1990 s,with the rapid economic development,Changyuan County has also become the hardest hit area of all kinds of economic chaos.In view of the problems exposed in different periods,Changyuan County vigorously carried out governance and rectification,optimized the business environment,put forward the slogan of establishing county by private economy earlier,and created the famous Changyuan phenomenon and the Changyuan model.From the perspective of location conditions,the Yellow River was diverted from Sandong to sea in 1855,which generally delayed the economic and social development of the area.Under the new social conditions,Changyuan has changed the face of poverty and backwardness by resort to the deposit of the history of fighting against the flood,it has become a typical case of catching up with and surpassing the advanced in the under-developed areas of the country.Looking forward to the future,changyuan should have the courage to break through herself,improve the quality of development like the cultivation of the three pillar industries at that time,create conditions for grass-roots entrepreneurship,and build a better platform for elite entrepreneurship;in regional development,changyuan should not only be in the vanguard,but need to take on greater responsibility in the depression areas’ rise between the two major economic circles of Zhengzhou and Jinan,by using industrialization to promote urbanization in an orderly way,enhance the ability to radiate and drive the surrounding areas,gather all kinds of resources,and rely on greater advantages to win the policy support of superiors,playing an indispensable role in the strategy of the Central Plains Economic Zone. |
