The Kuomintang cadre training first sprouted in "establishing schools to cultivate talents",but it has been shelved and has not been implemented.Until the establishment of the Huangpu Military Academy,a new era of cadre training began.From the reorganization of the Kuomintang in 1924 to 1949,the training of Kuomintang cadres experienced four stages: the "Guangzhou Period",the "Nanjing Period",the "Lushan Training Regiment Period",and the "Fuxingguan Period".After the full-scale outbreak of the Anti Japanese War,the Nanjing National Government,in order to mobilize the entire population to participate in the War of Resistance,strengthened local grassroots organizations,implemented the War of Resistance and the establishment of a new county system.Against this backdrop,the quality of local administrative cadres in Yunnan Province varies.In order to address the problem of declining quality of cadres,Yunnan Province has begun to train cadres.In August 1941,the Yunnan Provincial Local Administrative Cadre Training Corps was formally reorganized,and under the guidance of the Central Training Committee and the Yunnan Provincial Local Administrative Cadre Training Committee,it was divided into provincial and county level training institutions.The Yunnan Provincial Local Administrative Cadre Training Committee coordinates the training work of the provincial training regiment and various county and county training institutes.Training personnel include administrative personnel and teaching staff.Training institutions at all levels have certain requirements for training personnel in terms of education background,age,experience,etc.The quality of training personnel is related to the effectiveness of training work.Regarding trainees,their sources are mainly divided into the training of current personnel and the recruitment and training of outstanding young people.The different ages and cultural qualities of trainees at all levels have a profound impact on training work.The training content is divided into general training,professional training,and training implementation.General training is also divided into spiritual training,political training,and military training.In 1949,with the collapse of the Kuomintang,the Yunnan Provincial Local Administrative Cadre Training Corps ceased operations,and the cadre training work also came to an end.Throughout the cadre training work during this period,the entire training showed the characteristics of fully utilizing local university teacher resources and guiding the direction of cadre training based on the needs of border construction.Objectively speaking,after training,the trainees have made changes in their mental and lifestyle habits,and their knowledge and professional skills have also improved to a certain extent.As a border province,Yunnan’s cadre training is conducive to promoting border construction,especially the establishment of the Yi ethnic Baojia class,which is conducive to enhancing the national and ethnic awareness of local administrative cadres in the border areas.However,there are also shortcomings in cadre training,such as problems with training deadlines and teaching methods;Poor execution ability of administrative personnel;Some trainees intentionally avoid training,which greatly reduces the effectiveness of the training.The root cause is that the short-term training funds of the Nanjing Nationalist Government,corruption in the officialdom,and the unstable situation have led to poor results in the entire cadre training.Overall,there has been no qualitative change in cadre training.
