Wu Zetian as a generation of women,her "talent and foresight" self-evident.She deeply realized the importance of political quality of ministers and officials to national governance,for which she wrote the article "Minister Track" to express her political ethical thoughts,in order to achieve the role of "giving play to words and deeds,fan body and mind,for the track of things,as the criterion of ministers".Although Wu Zetian ruled the dynasty as a matriarch and strongly advocated Buddhism in the early stage of her reign,the Wu Zhou Dynasty was still founded on the basis of the traditional patriarchal social system,and Wu Zetian could only accept the constraints of social orthodoxy and ethics at that time.Therefore,the book is still based on the Confucian political ethics thought as the main body.The book is divided into two volumes and ten chapters,which roughly includes three aspects: the way of being loyal to the king,the way of cultivating oneself and the way of governing the people.It is divided into four progressive structures: ideological basis,the relationship between the king and the minister,political virtue and moral purpose,and the code of conduct.Firstly,from the ideological basis,on the one hand,Wu Zetian absorbed the "Tao" theory of Confucianism and Taoism,regarded "Tao" as the metaphysical basis of her political and ethical thoughts,and invoked the law of nature to demonstrate her "humane" theory.On the other hand,Wu Zetian absorbed and further strengthened the thought of "loyalty to the monarch" since the Han Dynasty as the core of her thought.Secondly,based on the supremacy of the monarch,his theory of the relationship between the king and the minister discussed that the king cannot rule alone and that the king and the minister belong to the same body.Through a large number of metaphors,the king and the minister were positioned and characterized,and the political order of the king and the minister being subordinate and the king being superior to the minister was deduced.On the basis of this understanding,Wu Zetian put forward the most basic and core moral requirements for her ministers,emphasizing that "loyalty to the monarch" is not simply absolute obedience to the monarch’s orders,but a high degree of consciousness to safeguard the monarch’s interests,and when necessary to give up their own lives to protect the monarch.Finally,Wu Zetian imposed strict requirements on her officials’ personal morality and code of conduct.On the one hand,Wu Zetian took loyalty as the general principle,and extended the characters of fairness,honesty,prudence and honesty to form a relatively complete theoretical system of chen-virtue.On the other hand,in accordance with the two different administrative systems of civil and military officials,Wu Zetian regulated the behaviors of her officials from three aspects,namely,advising them,administering the army,and benefiting the people.By studying Wu Zetian’s political ethics thoughts and analyzing the content contained in the ideal of the relationship between the king and the minister,the view of the minister and the view of the people,we can more deeply and carefully explain the pattern of the group political ethics of ancient Chinese officials and the cultivation theory of individual moral knowledge,so as to explore the modern value contained in the tradition of Chinese moral governance,which is helpful to promote the quality construction of civil servants.It provides some historical reference for the construction of contemporary administrative ethics.
