Research On The Communist Party Conference From The Perspective Of Political Mobilization(1944-1949)

As an important field of national governance,the party and the government attach great importance to its governance,cadres and the masses are the backbone of grassroots governance,and meetings are an important mobilization method,and how to effectively mobilize the two in this process is worth further discussion.During the base period,the Communist Party of China formulated a series of systems and guidelines in order to promote the benign and efficient development of grassroots society and to mobilize,organize and arm the broad masses of the people to actively participate in the revolution.Among them,political mobilization is an important political leadership method of the Communist Party of China,and the party consolidates its legitimacy foundation through political mobilization,strengthens its leadership and ruling ability,and then realizes effective leadership over the entire society.As an efficient way of political mobilization,meetings are also the most convenient and effective way for grassroots political operations,and have played an important role in unifying thinking,will,and action,so they have been widely used in the process of political mobilization of the Communist Party of China.Meetings not only allow policies to be communicated and accepted effectively,but also to communicate and implement quickly.Therefore,the meeting was an important means for the Communist Party of China to lead the Chinese revolution to victory and made an important contribution to China’s political development.This paper is based on the perspective of political mobilization,to the conference of the communist party of China as the breakthrough point,through the use of analysis of literature,the city in 1944-1949 conference history,government documents,discusses the base period of the form of the conference and operation practice,the system of the relationship of the communist party conference and political mobilization.On the one hand,by exploring the conference as the main form of political mobilization in the base areas,how to mobilize the party cadres for rural governance,on the other hand,the influence of the conference in the Lucheng revolutionary base at that time,in order to reveal the realistic enlightenment of the conference mobilization.The first chapter mainly explains the research situation of the paper,firstly discusses the reason and the significance of the topic;the second one obtains the research innovation point through the analysis of the existing conference and political mobilization;and finally introduces the social structure organization and political ecology of Lucheng in the revolutionary period.The second chapter divides the basic situation of the conferences of the CPC according to different standards;summarizes the main objectives of the basic characteristics of the conferences in the base period,and aims to reveal the characteristics of the party contained in the conference.Third chapter based on the perspective of the medium,linking the conference and rural governance,by discussing the conference as the communist party of China in the main form of political mobilization,how to mobilize the party members and cadres and people,promote the collective power,realize the base social political mobilization,to carry out the construction of grass-roots party organizations and grass-roots political construction,deeply analyze the conference in the Lu Cheng role in grassroots political practice.The fourth Chapter deeply explores the political mobilization function of the CPC conference on the basis of the foregoing,and mainly analyzes from three aspects:spiritual inspiration,interest drive,and political education.Through holding conferences,they evaluate merits,select model workers,and straighten out the thinking of cadres so as to give play to the function of spiritual inspiration;At the conference,publicize land policy,solve the problem of mutual assistance,and propose equivalent dividends to drive interests;The political education function of the conference mainly revolves around three aspects: policy education,current affairs education,and ideological education.The fifth Chapter summarizes the influence of the CPC conference in the grassroots political practice in Lucheng during the base period,and provides reference and reference for in-depth understanding of the research status of the CPC conference.By systematically sorting out and analyzing the mobilization function of the Lucheng County Base Area Conference,it will not only help to deeply explore the essence of the CPC’s ruling experience,but also have important reference value for the current grassroots governance work.Generally speaking,in the period of revolutionary base areas,due to the complexity of their political ecology,the objects of their mobilization are also uneven,and corresponding actions must be taken in light of the specific conditions in which they are located.Therefore,this study argues that conferences are an important way of political mobilization in the base period,and different conferences need to be held for different mobilization targets.At the same time,in the process of rural governance,the conference also played an important role in the construction of grassroots party organizations and grassroots political power,and it can be seen from the analysis and study of the mobilization of cadres and masses at the conference that the conference contains a huge mobilization function.In other words,the conference is an important vehicle for political mobilization,and political mobilization is the main function of the conference.
