The Taiwan region is a multilingual(dialect)and multi-ethnic immigrant society.In the history of the Taiwan Region,there were five different historical periods : the Dutch occupation period,Zheng Regime of Ming Dynasty,Qing Dynasty,Japanese Colonial Rule and Kuomintang rule.Different rulers implemented different language policies,and the use and status of dialects also changed accordingly.Since the restoration of Taiwan in 1945,the Taiwan region has implemented two completely opposite language policies: from a single policy Mandarin to a multilingual policy of twenty "national languages",from the "Sinicization" language policy of promoting Chinese language and cultural identity and Chinese identity with "eliminating-Japanese-culture" to the " eliminating-Chinese-culture " language policy aimed at promoting Taiwan’s subjective consciousness and building Taiwan’s language and cultural identity,dialects have played an important role in it.In particular,during the administration of Chen Shui-bian and Tsai Ing-wen of the DPP,they vigorously promoted the "native language" policy and the "Development of National Languages Law".While protecting dialect culture,dialect also became a political tool for "Taiwan independence".We pay special attention to Taiwan’s language policy(especially dialect policy)since its restoration in 1945,and divide it into four periods: the Chiang Kai-Shek and Chiang Ching-kuo period,the Li Deng-hui and Chen shui-bian period,the Ma Ying-jeou period,and the Tsai Ing-wen period,and observe the evolution and status of the Taiwan region’s dialect policy in the historical evolution of the Taiwan region’s language policy.In order to facilitate narration,observation and comparison,we also pay attention to the Mandarin policy,ethnic minorities language policy,foreign language policy and Chinese Education Policy in Taiwan language policy.Due to the different characteristics of language policy in different periods,the narrative has its own emphasis,but dialect policy and status have always been the main axis of the narrative. |
