| The commercial performance market has increasingly become an important segment of the cultural market,and plays a role in highlighting the cultural soft power of a city.Shanghai,as the most important commercial performance market in China,has clearly set the goal of building "The Capital of Commercial Performance in Asia".However,the ticketing market has long been plagued with problems such as difficulty in purchasing tickets,high ticket prices,ticket-scalping,and information-opacity,which reveal that there are still some urgent problems need to be solved in the government regulation of ticketing market.Therefore,this research aims to face up to the problems of government regulation of commercial performance ticketing market in Shanghai,and explore ways to tackle them to make the market more standardized,orderly,healthy,andultimately help Shanghai achieve "The Capital of Commercial Performance in Asia".This research first adopts the literature research method to sort out the existing domestic and foreign studies on government regulation of the commercial performance ticketing market,and to sort out the development history and characteristics of the government regulation by combing the relevant laws,regulations and other regulatory documents.On this basis,this research defines relevant concepts,and selects responsive regulatory theory and holistic governance theory as the theoretical basis.The research goes ahead to conduct questionnaire surveys of consumers in some important performance venues in Shanghai,and in-depth interviews with staff of government departments,staff of performance association and staff of performance firms.Through these methods,this research sorts out the current situation,processes and characteristic initiatives of government regulation in Shanghai’s commercial performance ticketing market.Combined with relevant theories,the problems and causes of government regulation are analyzed,and targeted solutions are proposed.This research finds that there are six problems in the government regulation of commercial performance ticketing market in Shanghai,such as lack of cooperation among government departments,insufficient recognition of regulatory approach,inefficient digital governance,low industryself-regulation,insufficient effectiveness of regulatory policiesand insufficient public participation.Under theoretical analysis,it is found that the commercial performance ticketing market in Shanghai is fragmented in terms of regulatory authority and responsibility,regulatory philosophy,regulatory technology,regulatory subjects,regulatory policyand public participation,and fails to fully and effectively respond to the demands of all parties,which constitute the causes of the problems of government regulation.Therefore,this research puts forward the suggestions of delegating theregulatory authority to industry association and enterprises,enriching the regulatory strategies,strengthening the authority and responsibility of government departments,optimizing the construction of ticketing regulatory system,improving the regulatory policiesand innovating the form of public participation.It is hoped that through this research,the relevant government departments in Shanghai can respond to the needs in all aspects for the regulation of the ticketing market,build a responsive and holistic regulatory pattern with the participation of multiple parties and coordination,and promote the prosperous development of the commercial performance ticketing market. |
