Research On Military Warehouses In The National Unification Area During The All-out War Of Resistance Against Japanese Aggression(1937-1945)

Military warehouses have been established for a long time,and in ancient China,military warehouses were set up to build military warehouses,but they were not the mainstream of the warehouse system.After the outbreak of the All-Out War of Resistance Against Japanese Aggression,the National Government strengthened the construction of military warehouses,improved the management of military warehouses,and established a relatively professional military warehouse system by setting up corresponding institutions,promulgating laws and regulations,and training warehouse administrators.In wartime,the military warehouse system of the National Unification Area consists of three parts:the military warehouse system of the General Administration of Military Food,the grain service warehouse system of the rear service department and the military warehouse system of the local government.Among them,the military warehouse system of the General Administration of Military Food is composed of the warehouse of the General(Branch)Bureau of Military Grain,the grain experiment field and its factory warehouse,and the auxiliary warehouse of the Agricultural Bureau;The grain service warehouse system of the rear service department has gradually matured after the establishment reform;The local government military warehouse system is divided into two types:led by food administration organs and led by military organs,showing regional characteristics.By participating in the business links of military grain reserves,such as collection,storage,transportation,and supply,the military warehouse has become an important hub for contacting the Ministry of Food,the Military Food Bureau,the Rear Service Department and other institutions.Grain collection is the starting point of military warehouse business,military grain storage is the work of military warehouse center,military grain is transported to achieve inter-warehouse circulation,and military food supply is the ultimate purpose of military warehouse establishment.At the same time,the National Government has established an external supervision mechanism for military warehouses,established and improved the guardianship system of military warehouses and the inspection system of military warehouses,and jointly built an institutional barrier for external supervision of military warehouses.The internal operation mechanism of the military warehouse and the external supervision mechanism are mutually apparent and coordinated,creating conditions for the military warehouse to perform military functions.In order to support the war,the storage of Accumulation barn during the All-out War of Resistance showed a change of "military warehouse".There are two major manifestations of the "military warehouse" of civilian warehouses,one is that the grain stored by civilians is diverted for military use,and the other is that civilian warehouses are used as military warehouses.The specialized military warehouse system and the "military warehouse" civilian warehouse system provided a solid material foundation for the War of Resistance Against Japan and ensured the smooth progress of the war.Under the "foot soldier" discourse system,there are many problems in the construction of military warehouses in wartime.Funds for stockpiling and storage are stretched,inter-agency constraints are hampered by each other,military food losses are common,warehouse personnel are engaged in malpractice for personal gain,and the people’s burdens are serious.
