| This thesis attempts to explore the changes of Hunan’s local administrative system by sorting out the evolution of Yanfa Taotai of Hunan in Qing Dynasty.Due to the separation of Hunan and Hubei,as one of the important components of the provincial administrative organs,Yanfa Taotai of Hunan was gradually separated from Hubei at the beginning of the dynasty.Meanwhile,the establishment of Yanfa Taotai improved the local administrative system of Hunan.However,the rebellion of Wu Sangui interrupted this process,and two complete provincial administrative organs were not formally formed until the rebellion of Wu was suppressed.From a comprehensive view of the transformation of Yanfa Taotai of hunan,we can find that at the beginning of Qing Dynasty,the reform of the Yanfa Taotai of hunan was closely related to the process of the division of the Huguang provinces.Considering the functions of Yanfa Taotai,it played an important role in setting rules of the transport and distribution of salt in Hunan at the beginning of the establishment of the province.However,it had an administrative function over a professional one in the late.The administrative responsibility is more important for both central and local government officials.In fact,Yanfa Taotai of the non-salt producing provinces has a similar reform process as Hunan. |
