Research On The Problem Of Data Sharing Between Government Departments In The Process Of COVID-19 Prevention And Control

Under the background of data era,data,as the most potential assets,plays an immeasurable role in the development of national economy.Promoted by big data technology,the demand of Chinese people for data resources is increasingly strong.The government,as the largest holder and exporter of data resources,takes data sharing as the focus of development at this stage.The 14th Five-Year Plan emphasizes on accelerating digital development,building a digital China,strengthening the open sharing of public data,and improving the function of sharing platforms.In particular,in the post-epidemic era,although the economy is gradually recovering and social order is gradually restored,the epidemic is still likely to break out on a small scale at any time,especially for people returning from abroad and recurring seasonal outbreaks.And the epidemic lasted a long time.Therefore,based on the needs of actual epidemic prevention and control work,data resources should be given full play to build a digital government,and a new model of "Internet + government services" should be created.The government should conduct epidemic control through extensive basic data.Data sharing is of great significance for government digital governance,and cross-departmental data sharing is of great value in epidemic prevention and control.The promotion of data sharing can facilitate the high-quality and efficient development of government departments’ decision-making,and provide strong support for fighting the epidemic prevention and control war.In accordance with the development characteristics of the post-epidemic era,this paper carried out a study on inter-departmental data sharing based on epidemic prevention and control work.This paper mainly carries out research from the following aspects.Firstly,the paper explains the background of the topic and the significance of the research,reviews the literature at home and abroad,and describes the research ideas and methods of the paper as well as the innovation and shortcomings of the paper.Secondly,related concepts and theoretical connotations involved in the article are expounded,the research background and current situation are described,and the interview survey is analyzed.Finally,from the perspective of information ecology theory and collaborative governance theory,this paper analyzes the problems existing in the process of cross-departmental data sharing of W Municipal Government in the prevention and control of COVID-19,and takes "rules of collaboration--body of collaboration--effect of collaboration--strategy of collaboration" as the collaborative governance framework of cross-departmental data sharing.Institutional arrangement,organizational structure,sharing mechanism,and technical means are taken as synergistic factors to build a theoretical analysis framework.By comparing the current situation of government interdepartmental data sharing in the prevention and control of COVID-19 in W City,problems are identified and causes are analyzed.In addition,targeted measures were put forward to speed up the improvement of supporting laws and regulations,sort out the overall sharing concept of multiple collaboration,construct the data resource sharing management coordination mechanism,and strengthen the technical capacity building of data sharing,so as to provide reference for the cross-departmental data sharing work in epidemic prevention and control,and help the government digital governance in the postepidemic era.
