Objective To sort out the current status and deficiencies of disaster prevention and control,to analyze the internal response and external performance in the process of disaster and master the connotation of disaster resilience.In order to construct the Hospital Disaster Resilience Evaluation Index System of Tertiary General Hospital.This paper aims to evaluate and analyze the disaster resilience of hospitals,provide decision-making support for the construction of hospital resilience with Chinese characteristics in the new era,and provide policy guidance for the construction of tertiary general hospitals,so as to form strategies to promote the improvement of disaster resilience of hospitals.Method In this paper,the metrics pool was determined by literature analyzing and expert interviewing,and the Disaster Resilience Evaluation Index System of tertiary general hospitals was constructed by two rounds of expert consultation with the SPSS25.0 for statistical analysis.At last,the Yaahp10.3 software was used for hierarchy analyzed to determine index weight and consistency test.Result After two rounds of Delphi Technique and hierarchical analysis,the conception of Hospital Disaster Resilience was determined,and the disaster resilience evaluation index system of tertiary general hospital was established,which included four first-level indicators as building resilience,supply chain resilience,functional resilience and administrative resilience,17 second-level indicators and 57 third-level indicators.(1)In two rounds of Delphi Technique consultation,seventeen expert consultation forms were issued,15 and 14 of which were recovered in the first and second round respectively.The positive coefficient of experts was 88.24% and 82.35% respectively,both of which were greater than 0.70,indicating that the experts had good enthusiasm.The mean values of expert authority coefficients in the two rounds were0.87 and 0.85 respectively,both greater than 0.75,indicating high authority of experts.Kendall W coefficients of the two rounds were 0.173 and 0.203,respectively,with P values less than 0.05,and the difference was statistically significant.(2)The definition of Hospital Disaster Resilience score was(4.79±0.43),and the score of recognition degree that resilience is a kind of ability of complex hospital system itself was(4.71±0.47).The connotation of resilience includes four characteristics: redundancy,resource,robustness and rapidity(4.71±0.47),and the score of that were(4.86±0.36),(4.79±0.43),(4.79±0.58),(4.86±0.36)respectively.The dynamic and static intensity recognition scores of disaster resilience in hospital were(4.86±0.36).(3)After two rounds of Delphi Technique consultation,the weights to the importance and feasibility scores of indicators assigned by experts were 53.79% and 46.21%respectively.The weighted average score,standard deviation,coefficient of variation and full score ratio of first-level and second-level indicators all met the screening conditions.The Cronbach’s α of the consulting questionnaire was 0.963,which had good reliability.(4)The hierarchical structure was established,then the pairwise comparison judgment matrix was constructed.The consistency ratio of the single hierarchical ranking and the total hierarchical ranking were both less than 0.1,and the weight of hospital disaster resilience evaluation index system of the general hospital was determined.Conclusion The conception of Hospital Disaster Resilience was developed and the Disaster Resilience Evaluation Index System of Tertiary General Hospital was constructed with systematically and scientifically,which included four first-level indexes,seventeen second-level indexes and fifty-seven third-level indexes and the weight coefficients of each index were also determined.The index system has been tested for consistency,which has a certain reference value for the disaster resilience assessment of tertiary general hospital. |
