With the rapid economic and social development, the competition within the medical industry is increasing heavily, at the same time, accompanied by social and foreign capital entering the medical industry, making the situation among public, private and foreign hospitals more complicated. Health care quality is an important basis and guarantee of the core competence in hospital, and is also a foundation of sustained and healthy development of hospital, under this background, various types of hospitals at all levels are constantly exploring measures to improve their medical quality in order to occupy a space in health care market and to provide people with high-quality medical services.Therefore, establishing an index system which can effectively assess the medical quality and analyzing the factors affecting the medical quality has become a hot issue in present study.At first, This paper defines the meaning of medical quality and evaluation, analyzes the current situation of medical quality evaluation and the existing problems and deficiencies. Secondly, on this basis, it combines the characteristics of tertiary general hospital and refers《Hospital Management Assessment Guide (2008)》issued by Ministry of Health of P.R.C. At last, this paper constructs a set of index system that fits for medical quality evaluation in tertiary general hospital through two rounds of experts'advice. As following, we select a tertiary general hospital in Hefei to verify the index system and analyze the factors affecting the medical quality, in order to apply to hospital management and decision-making, and to improve the advancement of medical quality and development of hospital.
