| With the rapid economic development and rapid improvement of human living standards,however,the negative impact of economic development on environment is increasingly prominent.The frequent occurrence of greenhouse effect,haze weather and acid rain weather indicates that air pollution is becoming more and more serious.In order to improve the situation of air pollution,the state has issued the"Air Pollution Prevention and Control Action Plan",which aim to reduce the emission of pollutants and reduce the occurrence of heavy pollution weather.This policy has attracted much attention in many fields,such as medicine,economics and public health.Studies have shown that the concentration of air pollutants is closely related to the incidence of respiratory diseases,hospital visits and mortality of residents.According to the China Statistical Yearbook,the mortality rate of major diseases and the composition of causes of death among residents in 2021,the mortality rate of respiratory diseases ranked fourth.In recent years,it is urgent to study the impact of the police on residents’respiratory diseases.This paper selected some provinces in the Beijing-Tianjin-Hebei,Yangtze River Delta and Pearl River Delta as the experimental group,took the incidence of respiratory diseases as the explained variable,and used the differential model to study the impact of"Ten Atmospheric Policies"on the incidence of respiratory system of residents from the micro level.At the micro level,the individual data of CHNS database in 2011 and2015 were used to estimate the incidence of individual respiratory diseases based on the Logit model.Through theoretical and empirical analysis,the impact mechanism of the Policies on residents’respiratory system was studied.PSM-DID,Probit model was used to replace Logit model,and explained variables were replaced for robustness test.At the macro level,based on the provincial level data from 2009 to 2020,this paper studies the impact of the policy on the proportion of respiratory deaths,and makes a comparison with the impact of the policy on the incidence of respiratory diseases.In addition,this paper analyzes the heterogeneity of the impact of the policies on respiratory diseases from three aspects:gender,age and urban and rural areas,so as to explore the causes of environmental health inequality.The research results of this paper are as follows:(1)The effects of policies on residents’respiratory system and other diseases are studied from a microscopic perspective,and the regression coefficients are-0.187 and-0.143,respectively,which are significant at the significance level of 10%and 1%.(2)The regression coefficient of PM2.5 concentration as explained variable is-0.372,which is significant at 1%significance level.The regression coefficient of SO2,NO2,soot and other pollutants as explained variable is negative and significant.(3)The effects of policies on different genders,ages and regions are studied.In terms of gender,the regression coefficients of males and females are-0.346 and-0.604 respectively,which are significant at the level of 10%.In terms of age,the regression coefficients of high age group,low age group and middle age group are-0.025,-0.006 and-0.082,respectively.The high age group and low age group are significant,while the middle age group is not significant.In different regions,the regression coefficients of urban and rural population are-0.167and-0.034,respectively,which are significant at the significance level of 10%and 5%.In the population with different living habits,the regression coefficients of non-smoking and non-drinking were-0.019 and-0.217,respectively,both of which were significant under the significance level of 10%.In the population with different quality indexes,the regression coefficient of the normal quality index population was-0.029,which was significant at the significance level of 10%.The conclusion of this paper is that the"Air Pollution Prevention and Control Action Plan"policy has an effect on the improvement of residents’respiratory system condition,that is,the implementation of this policy will reduce the incidence of respiratory diseases and the proportion of deaths.The effect of the"Ten Atmospheric Measures"policy on the respiratory system is to reduce the concentration of pollutants and improve the condition of residents’respiratory system.Finally,due to the differences in gender,age,region,living habits,occupation,etc.,the impact of the"Ten Atmospheric Measures"policy on the respiratory system of residents is different.On the basis of this research,the following suggestions are put forward in view of the situation of air pollution and residents’respiratory system:(1)the government and environmental protection departments need to constantly adjust the content of environmental protection policies,and put forward timely targeted policies and opinions in response to new environmental problems.(2)The government and environmental protection departments need to strengthen the supervision of environmental conditions,make more detailed requirements on the emission of pollutants,and provide precise assistance to enterprises with poor governance ability.(3)The government should increase investment in health and reduce the negative impact of environmental pollution on residents’health.(4)The government should strengthen the publicity of environmental protection,mobilize the whole people to participate in environmental protection work,and make joint efforts to reduce the emission of pollutants.However,the pollution problem still exists,and there is still a long way to go in environmental governance.The research on the policy effects of the Policies provides ideas for the evaluation of the health effects of environmental policies,and provides theoretical support for the construction of"healthy China". |
