Research On The Role Of Public Hospitals In The Prevention And Control Of Sudden Public Health Incidents

In recent years,China has encountered many public health emergencies,such as SARS,avian influenza,and COVID-19.Through a series of epidemic prevention and control measures,public hospitals have successfully avoided large-scale transmission of different types of viruses and strains and large-scale infection and death,and achieved a smooth transition under different public health emergencies.It can be seen that strengthening the role of public hospitals in the prevention and control of public health emergencies is an important link in improving the national governance system and governance capacity in the new era.This article applies relevant theories such as 4R crisis management and collaborative governance,taking Shaoxing S Hospital’s response to public health emergencies prevention and control as a case study,combined with research methods such as questionnaire surveys,to analyze the problems in the prevention and control of public health emergencies in Chinese public hospitals,and analyze the reasons for the problems.And based on the analysis of relevant experience in domestic and foreign cities,combined with China’s national conditions,countermeasures and suggestions were proposed to optimize the prevention and control management system and enhance the role of prevention and control.Taking S Hospital in Shaoxing City as an example,this paper summarizes the ability and system construction of S Hospital in Shaoxing City to steadily promote the prevention and control of public health emergencies in public hospitals based on reality.Based on the results of the questionnaire survey and data statistics,it was found that public hospitals have issues with monitoring and early warning,emergency response,medical treatment,prevention and control support,and collaborative control in the prevention and control of sudden public health events.This is mainly due to the lack of organizational leadership,training and education,talent development,resource investment,and joint prevention and control in the prevention and control of sudden public health events in public hospitals.This article also proposes to strengthen organizational leadership and further optimize prevention and control mechanisms;Strengthen training and drills to enhance the awareness and ability of prevention and control subjects;Expand resource supply and build a sound guarantee system;Strengthening collaborative control,improving the medical treatment system,and other measures to enhance the prevention and control role of public health emergencies in public hospitals in China.
