In the critical period of rapid economic and social changes,all kinds of public health events occur frequently.Pneumonia infected by New Coronavirus(who named it "COVID-19",hereinafter referred to as "COVID-19")has been raging around the world.This is a serious threat to the safety of life and public property,and has a higher standard of emergency management for government departments.The latest research shows that epidemic information and its diffusion process,social acceptance of public response organizations and risk responsibility attribution will affect public risk perception.Public health emergencies change the public’s perception of risk,and the choice of action to protect themselves is a wise response to uncertainty.Too high risk perception will lead the public to take excessive protective measures,which may cause unnecessary social panic.Therefore,it is of great significance to accurately assess the real state of public risk perception for improving the effect of epidemic prevention and control.In this paper,the life cycle of public health emergencies is divided into four stages: monitoring and early warning period,identification and control period,emergency control period and aftermath management period.Based on the four stage life cycle model,this paper analyzes the characteristics of public health emergencies and the key factors influencing public risk perception by using risk perception theory,social amplification theory of risk and cognitive experience self theory.Among them,the development characteristics of major public health emergencies are generally from silent state to sudden outbreak.In the process of public response to epidemic risk perception,media use plays a very key role.Therefore,risk will be perceived by the public through new media in a short time,which is the key factor to measure public risk perception.Epidemic risk perception,individual characteristics,information communication,government measures and other aspects will affect the adoption and compliance of public protective measures.By studying the influencing factors of risk perception of public health emergencies in various literatures,taking cowid-19 as an example,the questionnaire was designed,and then the questionnaire was issued.Finally,combined with the results of the questionnaire survey,the analysis was carried out with the help of SPSS software.Therefore,this paper highlights the problems and clear demand orientation,focuses on the analysis of the influencing factors of public risk perception,and combined with the influencing factors,puts forward policy suggestions to improve the public protective measures.So as to extract which are the key factors that affect the public risk perception,according to the key factors,combined with the four stages of life cycle,put forward the government’s relevant guidance strategy.We should not only highlight the government’s leading power,but also closely combine the links among non-governmental organizations,public power and media.Government departments are no longer the traditional passive response type,but a new modern active guarantee type of emergency management.
