Research On China’s Public Health Diplomacy From The Perspective Of Global Anti-epidemic Cooperation

Major infectious diseases have always been the public enemy of human society.The advent of globalization accelerates the connection between global health and health security.Health transcends the boundary between countries and spreads from one country to many countries,and health and health security issues gradually evolve into global issues.Since the end of World War II,global health and health security have become increasingly prominent,and global public health diplomacy has gained increasing attention from the international community and become an increasingly important field of diplomacy of various countries.After more than 70 years of development,China’s public health diplomacy has taken shape from scratch.It is an important way for China to carry out foreign health aid,participate in global health governance,establish its image as a major country and improve its soft power.Since the outbreak of COVID-19,China has carried out rapid and timely public health diplomacy and participated in global cooperation against the epidemic through public health diplomacy.Based on the overall situation of China’s participation in global anti-epidemic cooperation after the outbreak of COVID-19,this paper studies China’s public health diplomacy in the context of COVID-19,comprehensively discusses the development context,existing problems and countermeasures of China’s public health diplomacy since the founding of The People’s Republic of China,especially since the outbreak of COVID-19.The COVID-19 outbreak once again shows the importance of public health diplomacy for China,which needs a strong public health diplomacy to respond to and participate in handling various public health emergencies that may occur around the world.Firstly,the development of China’s public health diplomacy since the founding of the People’s Republic of China was analyzed,including the initial and preliminary development of China’s public health diplomacy in the early days of the People’s Republic of China,the rapid development of China’s public health diplomacy since the new century and the new stage of China’s public health diplomacy after the outbreak of COVID-19.He then pointed out that China’s public health diplomacy has won strong support from the international community,met the actual needs of the domestic fight against COVID-19,and helped China participate in global cooperation against COVID-19,including putting forward plans,carrying out actions,defending itself,providing experience and drawing up rules.From the perspective of global anti-epidemic cooperation,China’s public health diplomacy adheres to the principles of unification of national and global interests,independence,diversification of subjects,multi-level cooperation and openness and transparency.Again,the top-level design of public health diplomacy is insufficient;Single form of cooperation;Less investment in funds;Influence of great power game;Analysis of the challenges faced by China’s public health diplomacy in the context of global anti-epidemic cooperation.Finally,it proposes to strengthen the top-level design of public health diplomacy.Strengthening multilateral health cooperation with WHO at its core;Increase financial input to train professionals in health diplomacy;Strengthen cooperation and communication to provide more public health products globally;We should continue to provide health assistance to the international community,especially to developing countries,to promote the development of China’s public health diplomacy.
