Governance And Coping Of Grass-roots Epidemic Prevention And Control

At the end of 2019,COVID-19 broke out,which changed the global economic and social structure,and posed new challenges to the government’s governance capability and governance system.As the most grass-roots administrative organization in China,the township government is the main body of the epidemic prevention and control,responsible for implementing various government prevention and control measures and mobilizing resources from all parties.From the control of personnel circulation in the early stage of epidemic prevention and control,to the resumption of work and production and epidemic prevention and control in the period of resumption of work and production,to the daily management and crisis response in the period of normalization,it has become the key link of epidemic prevention and control in China.The implementation of epidemic prevention policies of township governments directly affects the results of national epidemic prevention and control.How to improve the policy implementation ability of grass-roots governments,ensure the policy implementation effect and avoid policy implementation deviation is an important content to improve the scientific governance and modernization of governance ability of grass-roots governments.Taking the epidemic prevention work from 2020 to 2021 as the background,this paper deeply understands the whole process of epidemic prevention and control in R town through case study and interview,and uses the pressure system theory,conspiracy theory and policy implementation theory to form an analysis framework based on the interaction and adjustment of policy,inspector,ability,resources and implementation performance.By analyzing the implementation of township governments in different stages of the same emergency task,it is found that there are differences in governance efficiency among different governance tasks.At the initial stage of epidemic prevention and control,the resumption of work and production stage and the normalization stage,there are some differences in the governance effectiveness of the three stages in the design of prevention and control scheme,the implementation of prevention and control scheme,the feedback of prevention and control scheme and the guarantee of prevention and control resources.The interpretation space of superior policy design,the performance driven by double supervision pressure,the demand matching of grass-roots implementation ability and the internal restriction of grass-roots governance resources will affect the design of prevention and control scheme,the feedback of prevention and control scheme,the implementation of prevention and control scheme and the guarantee of prevention and control resources respectively,thus affecting the governance performance of township governments.In order to avoid the pressure caused by low governance performance,township governments take a series of adjustment strategies.In the face of ambiguity policies,flexible analysis of implementation space;In case of capability decoupling,multiple capabilities will be used to supplement the execution capability;In case of lack of resources,carry out multi-source mobilization to supplement human and material resources;Under the pressure of supervision,give feedback according to the current situation,so as to improve the governance results and reduce the accountability pressure under pressure governance.However,the improvement of governance results brought by the adjustment strategy of grass-roots government is temporary.There are some deficiencies,such as one-sided interpretation of policies,insufficient improvement of governance capacity,decline of mobilization effect,inadequate supervision effect and so on.In order to ensure the policy implementation results of grass-roots governments from the root,we also need to optimize the policy text design and give flexibility and adaptability to grass-roots governments;Strengthen the construction of grass-roots team and improve the effect of policy implementation;Improve grass-roots resource scheduling and ensure the storage and temporary mobilization of resources;Consolidate the implementation of supervision and realize comprehensive internal and external supervision.Under the new normal of the epidemic situation of "combination of peacetime and wartime",the policy implementation of township governments still deserves attention.
