Research On The Dilemma And Countermeasures Of The Development Of Medical Consortium From The Perspective Of Collaborative Public Management

In recent years,with the sustained economic development and growing desire for material and cultural needs,citizen’s health has increasingly been highly valued from the Party Central Committee to the local government,and solving the problem of difficult and expensive medical treatment ’ has been put on the agenda.Still confronted by the gap between short supply in and high demand in medical service.,China has begun to explore the construction of medical clusters to maximize the effective medical resources.Especially in areas such as Guizhou Province where medical resources are relatively scarce,it is more necessary to explore the construction of medical clusters,as well as cooperation and integration of limited medical resources.Therefore,based on the perspective of collaborative public management,this paper taking Z Medical Clusters of Zunyi City as an example,which is located Zunyi,Guizhou Province,a western underdeveloped areas in China.,This paper explores the construction and development of medical associations under its social,economic and cultural conditions of this area,followed by the difficulties and countermeasures,expecting to provide reference for the construction of medical associations in similar areas.First part of this paper presents the relevant research on the medical clusters at home and abroad,and puts forward the breakthrough point,in-depth point and innovation point of this paper on this basis.The second part lays a solid theoretical foundation for the development of this study by combing the concepts and theories of relevant medical clusters;the third part mainly focuses on the construction of medical consortium in Zunyi from the angle of collaborative public management from the macro view.Around the basic connotation of collaborative public management,it presents the collaborative background,collaborative practice and collaborative effectiveness of medical consortium in Zunyi.The fourth part is compared with the third part to analyze the case of Z Medical Clusters from the perspective of collaborative public management from the micro view.Following the fourth part,the fifth part focuses on the collaboration and game of various stakeholders of the Z Medical Clusters based on the profound connotation of collaborative public management,deeply analyzes the difficulties faced by the Z Medical Clusters in the process of collaboration,and discusses the countermeasures to the difficulties.the sixth part puts forward some suggestions for the future construction of medical associations,which provides a reference for the construction of medical associations in other similar regions.Finally,the seventh part proposes the conclusions of this study,objectively analyzes the shortcomings of the research,and looks forward to future research work.
