Study On The Protection Of Forest Land By The Changhai County Government Of Dalian

Forest land is an important natural and strategic resource of the country.It is the foundation of forest growth and the material foundation and guarantee for sustainable forest management.It has ecological functions such as soil and water conservation,windbreak and sand fixation,and plays a central role in ensuring forest product supply and maintaining national ecological security.It also plays a special role in dealing with global climate change.Changhai County of Dalian City is the only island border county in China,and ecological location is very important,which is related to the ecological security of the country in a certain scope.With the development of economy and society,the contradiction between forest land protection and utilization has become increasingly prominent in Changhai County where the land is very precious.It is urgent for Changhai County to strengthen the protection of forest land.In order to implement the spirit of the Central Committee of the Party and the State Council on forest protection,Changhai County government should take necessary measures to do a good job in forest protection,reasonable and economical use of forest resources,and build a good ecological environment with forest as the main body to support the sustainable development of social economy in Changhai County.Taking the protection of forest land in Changhai County as the research object,combined the theories of public management such as public goods and externalities to analyze the causes of the problems existing in the protection of forest land by local governments in Changhai County.By comparing and analyzing the protection measures of advanced regional governments at home and abroad,this paper studies and puts forward the countermeasures to strengthen the protection of forest land in Changhai County,and explores the new measures of the government of Changhai County to protect forest land.This paper is divided into five chapters.Chapter 1 puts forward the research ideas,methods,contents and structure of this paper on the basis of analyzing the research background,research significance and reviewing the research results of government policies on forest land protection at home and abroad.Chapter 2 starts with conceptual interpretation and theoretical research,and expounds the connotation and theoretical basis of forest land management and protection.Chapter 3 introduces the present situation,measures and achievements of forest land protection by Changhai county government,and points out the problems existing in forest land protection and management by Changhai county government such as grass-roots team construction is weak,increasing of woodland protection and utilization of contradictions,various government departments in forest management conflict constantly,forest land supervision system is not perfect;this paper deeply analyzes the causes of the existing problems,such as limited geographical location,unclear industrial advantages,lack of long-term management mechanism and planning,unreasonable top-level design of management system and incomplete supervision system,etc.Chapter 4 through the government economic developed areas of forest land protection policy research at home and abroad,to learn advanced concepts and management mechanism in these areas,summed up the four points from the experience,such as the wisdom of forestry management mode,optimizing resources and exploring eco-tourism.,establishing a long-term mechanism of forest resources management,formulating forestry protection and utilization planning scientifically,etc.According to the previous research results and combined with the actual work.Chapter 5 puts forward four measures to solve the problem,including developing diversified forestry industry,establishing a scientific management system,strengthening the construction of forestry ecological engineering,and strictly controlling the use of forestland.Finally,the research conclusion is drawn,and the research prospect of forest land protection management of Changhai County government is put forward.The above research formed the management system and method of government protection of forest land,and provided a useful reference for forestry authorities to expand management ideas and improve management efficiency.
